The Billing and Revenue Protection Manager plans, manages, and coordinates the work of those employees engaged in handling complex billing and revenue processes, processing special billing of customer accounts, performing complex data and business analysis, and project management.
Essential Functions
- Manages employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
- Manages, instructs, guides, and counsels employees in meeting the section’s objectives and goals of the division and WSSC Water
- Reviews work achievements of staff and formulates strategies for improvement
- Prepares and issues standard unit procedures and guidelines for staff
- Resolves problem customer accounts referred by the division manager, director, commissioners, and general manager
- Coordinates updated account information with other teams to ensure account history, integrity and reliance to include meter removals, customer name changes, account status changes, bankruptcy, and related items
- Analyzes monthly statistical data of the section and staff production for fiscal budget and planning purposes
- Supports the research and processing approval of customer refunds, as needed
- Investigates and resolves the more complex customer adjustments
- Coordinates complex data analysis, business analysis and project management for the Division
- Meets with customers as necessary to discuss and settle severe problems and/or complaints, and initiates any corrective action

Work Environment And Physical Demands
Work is performed in a standard office environment.
Required Knowledge, Skills, And Abilities
- Ability to gain thorough knowledge of billing system and CSIS data base
- Ability to gain knowledge of Maintenance Management Information System (MMIS), Permits Processing Information System (PPIS)
- Excellent organizational, analytical and decision making skills
- Ability to plan, assign and supervise the work of subordinate employees
- Ability to communicate effectively in both verbal and written form
- Comprehensive knowledge of the principles, techniques, policies, and methods of metering, billing and collections policies and practices; and maintenance
- Ability to gain thorough knowledge of data processing techniques and applications as related to all customer services and practices
- Ability to strategize, assign, and supervise others to ensure production goals are met and exceeded
- Ability to establish and maintain effective working relationships with subordinates and public officials
- Ability to communicate effectively and tactfully with the general public and water service customers
- Thorough knowledge of business analysis, data analysis, and project management
- Ability to gain thorough knowledge of the operation, programs, and objectives of the customer service team
Minimum Education, Experience Requirements
- Bachelor’s degree in english, journalism, business, accounting, computer science, or related
- 5+ years’ experience reviewing complex customer account issues
- 2+ years in a team lead or supervisory role

- High school diploma or equivalent
- 9+ years’ experience reviewing complex customer account issues
- 2+ years in a team lead or supervisory role
