POSITION SUMMARY:
Reporting to the Associate Provost, and serving as the central hub for sponsored programs, the Manager provides daily oversight for proposal submission and management for awards from state, federal, corporate, and private sponsors. From project development to finding funding and award management through closeout, the Manager guides and administers awards in accordance with federal and state/local regulations and laws, and institutional policies and best practices. By collaborating with faculty and staff including Institutional Advancement, the Manager facilitates communication within the university about awards, including research administration policies and procedures, and maintains internal controls to ensure compliance. The Manager provides post-award financial support in partnership with the Business Office. In addition to pre- and post-award responsibilities, the Manager works closely with the Deans, Provost, and Institutional Advancement to catalyze faculty research through internal grants and other infrastructure that benefit students and fulfill the university’s mission.

RESPONSIBILITIES: 1. Pre-Award Grant Administration-25% a. Research and identify sources of funding and provide information to faculty, staff, and community partners. b. Collaborate with departments, Research Expansion and Enhancement for Faculty and
Students faculty group to provide coaching on effective grantsmanship. c. Communicate with sponsors to determine applicability of projects. d. Assist and advise individual faculty and staff in identification of grant opportunities for their specific research and assist with proposal preparation. e. Draft letters of support for grant applications from the president or provost for their signatures. f. Provide guidance for various electronic grant submission systems and maintain registrations. g. Develop and implement grant writing workshops. h. Facilitate the development of nominations for external awards such as CASE Professor of the Year, NEH Summer Stipends, Graves Award, and other special projects that may arise. 2. Post-Award Negotiation and Fiscal/Compliance Administration-35% a. Interpret and ensure university compliance with awarding agencies’ regulations for post-award activities of sponsored programs. b. Assist in developing and updating university policies and procedures to coincide with federal requirements. c. Negotiate with federal and private funding agencies their grant and contract awards d. Identify the need for negotiation of intellectual property terms and conditions; refer such instances to the provost. e. Provide guidance on export control and dual use research of concern (DURC). f. Review with project director/principle investigator terms and conditions of their award, institutional procedures for managing an award, and their responsibilities under the award. g. Utilize Expanded Authorities and/or prepare and submit requests to agencies for no- cost extensions, personnel changes, absence of PI, changes in scope, and budget reallocations as allowed by individual funders. h. Assist in screening potential subcontractors and vendors that will be paid by a grant and conduct a risk assessment before writing the subcontract or engaging with the vendor. i. Draft subcontracts, memorandum of agreements, and personal services contracts as needed for grant activity and assure the terms and conditions of the prime award flow down to the sub-recipients. j. Provide needed information to ensure faculty contracts are written to reflect time on grants. k. Supervise the post-award accounting function which includes monthly account updates, level of effort reporting, and monitoring of expenditures and reporting deadlines.
Resolve expense errors as needed. l. Maintain auditable and accessible records of all grant activity for three years beyond the final closure of each grant. 3. Sponsored Programs Administration-30% a. Oversee assigned internal grants and coordinate the administrative and financial aspects of the STEM Summer Research Program, including Responsible Conduct of Research (RCR) training via CITI. b. Establish accounts for new grants. c. Establish policies and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement. d. Maintain a master record of grant submission and award, assure institutional capacity for Electronic Research Administration, maintain the Sponsored Programs website, and provide an annual report of grant and Sponsored Programs activities. e. Maintain a manual for principle investigators. f. Participate in appropriate external professional development organizations. g. Collaborate with the Business Office on downloading of federal grant funds and other grant procedures. 4. Other duties as assigned-10%

Research Administrators preferred.
