Washington State Dept of Transportation Hiring for IT Project Management – Senior Specialist Job at Olympia, WA Full Time

The Opportunity
The WSDOT Information Technology Division (ITD) is currently seeking a skilled professional to serve as a high-level expert in IT Project Management within the ITD Enterprise Technology Project Management Office (ETPMO). This position also serves as the agency’s subject matter expert (SME) in IT project management methodology and practices related to the acquisition, development, installation, testing and implementation of WSDOT’s Zero Emission Vehicle – Mapping and Forecasting Tool (ZEV-MFT) project. Additionally, the IT Project Management Senior Specialist will serve as the lead in the development and execution of Requests for Information (RFI’s) followed by Requests for Proposals (RFP’s) for the ZEV-MFT project in collaboration with the WSDOT’s Administrative Contracts Office. _This is a project position expected to last until June 30, 2024.

What to Expect
Among the varied range of responsibilities held within this role, the IT Project Manager will:

• Independently analyze the business requirements, resources, and the proposed solution.
• Develop an initial project budget and project work plan.
• Independently analyze the proposed scope, schedule and budget and then develop and maintain the standard Project Management Body of Knowledge and project deliverables until the project is completed.
• Facilitate the establishment of a Project Steering Committee.
• Establish and lead project team meetings to manager the progress of the team throughout the duration of the project.
• Continuously monitor and measure project team execution of assigned tasks.
• Identify reports and escalate any deviations from the approved scope, schedule, and budget.
• Monitor project budget, adjust schedule, resources, tasks, and deliverables according to project work plan and work schedule.
• Coordinate project team activity with external entities to ensure compliance with mandatory design and code reviews.
• Create or facilitate RFP technical requirements and evaluation criteria.
• Direct the selection process, evaluation and hiring of consultants.
• Manage the contracts of all Vendors/Consultants hired in support of assigned projects.
• Analyze and identify, document, and communicate all project risks and issues.

Qualifications
To be considered for this opportunity, one of the following is required:

• A Bachelor’s Degree in Computer Science or Management Information Systems or Business or an Information Technology program or closely related field AND seven (7) years of professional experience in project management of large-scale IT projects and/or major agency-wide systems. At least five (5) years of experience is at a journey level IT Project Manager or equivalent, which may be attained concurrently.

OR

• An Associate degree or higher in an Information Technology program or a closely related field AND nine (9) years of professional experience in a project management of large-scale IT projects and/or major agency-wide IT systems. At least five (5) years is at the Journey Level IT Project Manager or equivalent, which may be attained concurrently.

OR

• Eleven (11) years of professional experience in a project management of large-scale IT projects and/or major agency-wide IT systems. At least five (5) years is at the Journey Level IT Project Manager or equivalent, which may be attained concurrently.

In addition, the following are required:

• One (1) year of supervisory experience.
• PMI-PMP (Project Management Institute – Project Management Professional Certification)
• University of Washington certification in Project Management or an equivalent certification from an accredited institution.
• Experience in elicitation and documentation of system requirements and specifications.

It is preferred that qualified candidates also have:

• Knowledge and experience in Contract Management of Information Technology contracts
• Lean Six Sigma Green Belt certification
• Certification in Prosci ADKAR Organizational Change Management (OCM)
• Demonstrated knowledge and prior experience in Business Process Analysis.
• Knowledge and expertise in developing Request For Proposals (RFP), Request For Information (RFI), and Request For Quotation (RFQ), documents for software acquisitions and application development projects.

Pay: $88,248.00 – $118,716.00 per year
