The Department of Housing Services is actively recruiting for a Budget and Financial Reporting Supervisor to join the Housing Administrative Team. This highly skilled financial position is foundational in supporting Washington County’s equity efforts to reduce houselessness and providing a continuum of affordable housing options that promote community strength and improve outcomes for our entire community.
Under the supervision of the Assistant Housing Director – Finance, the Budget and Financial Reporting Supervisor provides professional level financial reporting, budgeting, auditing, and related support to the Department of Housing Services and the Housing Authority of Washington County. Areas of responsibility include management and oversight of program and department budgets, financial analysis, budget analysis, reporting and evaluation, preparation of tax forms, external audit coordination, and compliance reporting. A Budget and Financial Reporting Supervisor in Housing Services will:
1. Manage and coordinate daily activities of assigned staff which involves planning, delegating, and supervising work required for an efficient and safe operation, conducting performance evaluations and disciplinary action when appropriate, building and developing a team.
2. Establish and implement work-group goals and objectives, policies, and effective schedules and methods of work; and resolve employee relation issues.
3. Prepare the Comprehensive Annual Financial Statements for Housing Authority including compilation and verification of all financial data, closing entries, financial statements (fund and entity-wide), footnotes and supporting schedules.
4. Ensure adequate financial reporting functionality and documentation of specific reporting requirements and methods for each grant and funding source; as well as prepare a variety of manual and automated financial reports including on-demand requests based on Housing Services and Housing Authority needs.
5. Coordinate, manage, and maintain the audit system and procedures for Housing Services and Housing Authority including annual external audit process, which involves performing variance analysis, providing information regarding applicable policies and procedures, facilitating interviews with operating department personnel, and providing all pertinent reports and schedules.
6. Analyze and reconcile the County General Ledger and review all budgetary accounts for reasonableness.
7. Coordinate and maintain the system for budget activity including monitoring reconciliation of and accounting for federal funds, monitoring all grant activity, budget input, tracking, and reporting; as well as work with managers to complete timely budgets while advising on expenditure controls, laws and regulations impacting fiscal activities and related issues.
8. Survey, analyze, and evaluate procedural and operational accounting systems, provide recommendations, and implement changes as appropriate.
9. Audit and train on internal controls over accounting transactions and assets; and assist with implementation of new Generally Accepted Accounting Principles (GAAB) pronouncements, account classification and maintenance, and manual or automated system modifications.
10. Coordinates with other departments or divisions to evaluate finance-related needs.

1. Week of October 15, 2023: A minimum qualification evaluation of training and experience of submitted application packets will be performed by Human Resources.
2. Week of October 22, 2023: A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including responses to the supplemental questionnaire. This may take up to two weeks.
3. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
