Overview
This position directly oversees Utah State University Police Department Property & Evidence, as well as Records management needs. This position will perform property technician duties, such as receiving documents or other evidentiary materials, safely and securely store evidentiary objects, monitor, and properly release/dispose of all applicable evidence in control of the police department. In addition, serve as the departmental Records Custodian and Quartermaster.

The role will be responsible for tracking and maintaining departmental records via applicable database or hard copy preservation, as well as document or video redaction. The position issues, maintains and documents the disposition of police department owned property when assigned to department personnel.

This role will set goals and performance expectations in harmony with Utah State University Police Department objectives. In association with departmental command staff, this position will create deadlines, organize workflow, ensure that other employees understand their associated responsibilities as related to property, evidence, and records, designate role applicable tasks, and monitor departmental equipment.

This position reports to the Police Captain.

Responsibilities

• Plan and direct all daily activities, functions and assignments for proper police evidence, property, and records management.
• Monitor storage space and related equipment ( e.g. freezers), as well as put in work orders as needed.
• Create and maintain a positive team work environment.
• Develop and maintain consistent written and all-inclusive training curriculum on proper evidence handling and property storage expectations.
• Understand and adhere to state and federal laws on property storage, release, and disposal.
• Be a resource for federal and state regulations, as well as University Policies.
• Reviews present and future operational needs for their area.
• Reviews property storage related documents, forms, logs, and reports from submitting personnel.
• Maintain databases, documentation of property disposition, official records, and other pertinent documents.
• Maintain coordination between assigned area and Police, Security Staff and the Dispatch Center.
• Manage and maintain equipment issued to staff and report subsequent non- functionality.
• Receives and documents evidence and property materials; logs and records data in accordance with established procedure.
• Labels, stores and secures property or evidence including weapons and narcotics; provides related access to authorized persons, and maintains applicable entry logs.
• Disposes of property after adjudication or written release from officer by releasing to owner, destroying or selling property according to established procedures; photographs evidence before destruction as necessary.
• Receives lost and found property; tries to locate/notify owner; documents and releases to owner after confirming identification.
• Stores records according to set retention schedule, then sends to state archives for permanent storage.
• Performs redaction of departmental body worn camera footage and written reports in accordance with state and federal law, as well as departmental policies.
• Coordinates with USU Legal Affairs on public record requests and releases.
• Arranges transport of evidence to the state laboratory for scientific examination and/or film development.
• Orders, stores and issues inventory of supplies and equipment to personnel, such as uniforms, radios, computers, and department forms.
• Maintains service logs and makes arrangements for maintenance and/or repair of department equipment and vehicles.
• Coordinates damage and loss claims with State and University Risk Management.
• Maintains applicable level of UCIJS Operator Certification to perform inquiries for firearms ownership.
• Maintains an active login with the Bureau of Alcohol, Tobacco, Firearms and Explosives.
• Perform miscellaneous job-related duties as assigned.

Qualifications
Minimum Qualifications:

• Experience in proper handling of evidence and storage, distribution and accountability of materials, supplies, and equipment.
• Knowledge of laws and procedures related to the handling of evidence.
• Knowledge of record management techniques.
• General knowledge of police equipment and related maintenance.
• Skill in keeping complete and accurate records.
• Computer and database operation skills.

Preferred Qualifications:

• Previous law enforcement experience with property and evidence oversight.
• Experience in policing or property management work in a Higher Education setting.
• Personal knowledge of and experience with the USU Community.
• Knowledge of and experience in the redaction of document and video records.
• Associates Degree or higher in a closely related field of study.
• Two years experience as a supervisor or area coordinator.
• Cash handling experience.

• Possess applicable related record maintenance skills.
• Skilled in organizing resources and establishing priorities.
• Ability to analyze and solve problems.

• Ability to foster a cooperative and respectful work environment.

• Exercise excellent communication skills, both up and down chain of command.
• Ability to offer clear support to staff in field-related areas.
