Duties
The Office of Program Administration Organization (OPAO) is responsible for the management of the overall USPTO Information Technology program, providing service & support for OCIO employees and customers. OPAO meets the space and telework needs of OCIO’s 600 professional staff. The individual selected for this position will provide a variety of standard administrative support to OPAO’s leadership and staff. In addition, this position’s incumbent serves in numerous critical roles across all of OCIO:
- OCIO Telework Coordinator – if you enjoy working and collaborating with the union representatives, work with staff, managers, and supervisors, and making a major difference in working the telework program – this job is for you.
- OCIO Space Coordinator – if you are willing to participate and provide the business unit with requests for changes to use of space as well as an assessment of space usage requests and proposed solutions for implementation – this job is for you.
- All-Supervisor Meeting Coordinator – if you enjoy striving to manage meetings for optimal efficiency and effectiveness, providing support services to others within and outside of the business unit, substantially influences, and inspires when planning meetings – this job is for you.
- OCIO Compliance – always looking to shape and educate others by knowing the rules and know how when to apply them to advise staff to ensure compliance and implementation of agency telework policy and guidance – this job is for you.
- OCIO Reports – looking to create various reports, love to work with spreadsheets, or any other type of completing and reviewing reports; analyzing trends and deficiencies or discrepancies; and recommending plans to improve efficiency and solutions to eliminate recurrence of unfavorable conditions – this job for you.
- OCIO Key Functions – enjoy working in several vital functions or services such as management analysis, reports management, human resource management, and manpower utilization – this job is for you.
The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible. This position is eligible for the selectee’s preference of either:
Telework up to 5 days per week fully remote within 50 miles of the USPTO Alexandria, VA headquarters and the duty station is the authorized telework location (typically your home address) OR with a reporting requirement of not less than 15 minutes twice per bi-week to USPTO’s Alexandria, VA headquarters. (hoteling) and the duty station is the USPTO’s Alexandria VA HQ

Qualifications
You must meet the United States Office of Personnel Management’s (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
Specialized Experience: Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service. Specialized Experience must include all of the following:
- Ability to coordinate or assist with a telework and space planning functions for a medium-sized organization (e.g. 600 employees), (submit and track space requests, new hire deployments, provide program data, review submissions)
and
- Creating spreadsheets or databases to organize, maintain, and manage inventories (i.e. office space, supplies, equipment, position telework eligibility, or other resources) sufficient to make informed decisions and provide management with recommendations for insuring optimum utilization of available resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted for specialized experience at this grade level.
