Duties

The Human Resources Specialist (HR Development) GS-14 duties include but are not limited to the following:

• Serve as an authoritative resource and program manager for several departmental learning and developmental programs. As an expert technical authority, responsibilities involve creating, developing, facilitating, and evaluating customized training offerings that support Departmental and agency needs.
• Develop effective relationships with top agency officials and acts as an advocate for learning and development.
• Provides highly skilled analytical assistance to the training POCs in developing strategies for meeting long-term goals and objectives in a changing technological environment.
• Introduce new training technologies to the agency.
• Study currently available technologies for blended approaches to learning; work closely with requesting agency, subject matter experts, and/or vendors to customize products to meet agency needs; recommends purchases of training technologies; follows through to implement these technologies successfully; works with managers and employees to gain acceptance for new training technologies.
• Develop an overall approach to measure the agency’s return on training investment.
• Develop alternate costing scenarios for evaluating the costs and effectiveness of different approaches to learning and development including effective use of training vendors and technologies, timing and duration of training sessions, and integration of classroom and on-the-job experiences.
• Analyze agency contracting practices to identify opportunities for cost savings.
• Develop policies, instructions, and manuals for the effective and consistent accomplishment of learning and development activities/programs for the DOL.
• Use tact, diplomacy, and patience when communicating and dealing with others ( e.g., co-workers, managers, supervisors, and internal/external customers), providing timely and accurate assistance for information.
