Major Duties:
- Collaborates with the Director of Enforcement, The Division of Policy, and the OFCCP Front Office to develop national enforcement guidance.
- Serves as the point of review approval and coordination for enforcement actions to assure uniformity, consistency, and conformance with established procedures and legal precedents.
- Monitors and coordinates systemic case development across the regions to ensure consistency in approach and opportunities for coordinated conciliation.
- Coordinates and recommends litigation priorities, oversees budget and expert witness procurement in cases where the parties do not successfully conciliate the matter, and collaborates with the Office of the Solicitor (SOL) in the development of potential referrals for litigation.
- Coordinates with SOL in the preparation of cases submitted for litigation and in the utilization of litigation resources.
- Reviews the disposition of complaints to ensure systemic matters are properly addressed. Reviews all pre-enforcement notices issued to contractors for programmatic and legal sufficiency. Plays a key role in interagency collaboration with other DOL agencies as well as the Equal Employment Opportunity Commission (EEOC), Department of Justice (DOJ) and the Census Bureau.
- Assures that enforcement actions are consistent with program policy and legal standards. Engage with national office and regional SOL to coordinate the preparation of administrative and judicial actions and to monitor their progress.
- Provides strategic guidance to OFCCP regions and field offices on novel legal, statistical, and program issues that have precedential value or nationwide impact.
- Consults with the field on complaints and compliance evaluations to prioritize cases to resolve or refer to SOL. Collaborates with SOL in the litigation of the agency’s case, FOIA requests, and other matters.
- Oversees inter-agency collaboration under a Memorandum of Understanding (MOU) with the EEOC and the DOJ.
- Serves as a liaison with other DOL enforcement agencies to achieve efficiencies in worker protection enforcement.
OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans’ Readjustment Assistance Act of 1974, as amended. Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Your resume must demonstrate you have at least one year of specialized experience equivalent to the next lower grade level, GS-14 in the Federal service.
Specialized experience for this position is defined as experience in legal and analytic actions to enhance the efficiency, efficacy and resolution of compliance reviews and complaint investigations; Experience includes litigating systemic employment discrimination and managing the associated components, such as budgets, experts, witnesses, legal strategy, and legal actions; Experience with discrimination litigation proof standards and the use of analytical evidence.
Education
At this GS15 level position, there is no substitution of education for experience.
