POSITION SUMMARY:
Serve as chief financial officer for the College of Education.
Responsible to the Dean for administration and management of College of Education’s finance and budget resources, policy and
procedures.
RESPONSIBILITIES:
Manage Central Financial Management and all other business matters pertaining
to the College which includes but are not limited to budgeting, finance, appointments, and payroll. The college has resources budgeted in
E&G, grants & contracts, research overhead, auxiliaries, distance learning fees, USF Foundation and USF Research Foundation. Manage the new
travel process within college to ensure expenses are processed properly and timely.
Administer and Coordinate the collection of all
college of Education salary and fiscal information requested by central administration to include salary increase processes, faculty
recruitment plan, audits, rate control, annual projections, payroll distributions, etc.
Provide the Dean with financial reporting
information for planning and allocation decisions. Work with Dean to provide current data for Dean to make informed decisions on what
expenditures will benefit the college.
Supervise two Administration employees (Fiscal & Business Analyst) and three (Fiscal and
Business Specialist) Staff employees. Review all documents produced (pertaining to audit recommendation) by supervised staff to insure it
meets University UAC regulations.
Provide financial management information needed by Deans Chairs, Directors, and appreciate unit
leads staff throughout the college.
Review all documents that have financial implications to be signed by the Dean; and other duties
as assigned.
Provide college appropriate staff with information and training related to all financial needs to perform their duties
and participate in college staff meeting, as needed. Collaborate with college human resources administrator on financial needs as it relates
to appointments and other HR fiscal needs.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor’s degree in
Accounting, Finance, or Business Administration or a field directly related to the positions responsibilities and ten years of professional
finance and budgeting in a public higher education organization; or Master’s degree in those same fields and six years of professional
finance and budgeting experience.
PREFERRED:
Experience budgeting in multiple state or national organizations
and/or centers.
Experience with state, federal and private funding sources in a higher education environment.
Experience with
short and long range budget and finance planning and implementation.
Experience managing budgets on multiple campuses
simultaneously.
