The Director of Fellowships & Government Careers is the leader of all career-focused aspects of the public interest fellowships as they relate to post graduate public interest work and government initiative programs and all related career strategy programs, services and resources. The Director reports to the Associate Dean and Executive Director of Career Strategy. This role requires significant collaboration and strong relationships with partners within the Office of Career Strategy and throughout the law school and interfaces significantly with faculty, donors, alumni and high-profile practitioners, while also providing direct counseling and career services to students and alumni. This is a regular full time role eligible for a hybrid schedule.
Job Description
RESPONSIBILITIES INCLUDE:
Lead Public Interest Fellowship Programs and Services
Provide strategic leadership for all public sector post graduate fellowship programs, to support students and alumni seeking public sector careers and facilitate exceptional career opportunities. Envision opportunities for new fellowships and, in partnership with DAR, develop them and ensure their success.
Identify all relevant external public sector employment fellowships, develop and deliver robust programs, services and resources to educate students and alumni about these options. Prepare students and alumni to compete and succeed in these often highly competitive programs through individualized counseling, specialized programming, and cross departmental partnerships, including faculty, administrative colleagues, alumni and other legal professionals.
Oversee the creation and management of law school-funded employment fellowships to support public interest careers. Develop programs, services and resources to support students and alumni applying and competing for these fellowships. Maintain oversight of fellowship placements throughout the fellowship duration to ensure a successful experience for both the graduate and the host organization.
In collaboration with Director of Public Interest Career Strategy and Counseling, track student career interests to ensure optimal alignment between opportunities and interests, for all students, including those with public sector employment commitments relating to law school scholarships. Identify host organization opportunities and build relationships to enable successful fellowship and other employment opportunities. Identify, build and maintain relationships with fellowship organizations and donors.
Partner closely with DAR on managing the awards from donor-funded fellowships, identifying new donors, and building and maintaining donor relationships.
Lead Government Initiatives Program
Lead career services partnership with the Government Initiative to educate students about government careers, introduce them to experienced government legal professionals, and facilitate employment and related experiential opportunities.
Partner with faculty leadership (currently Cary Coglianese) and faculty committee to design and deliver government programs, inviting and hosting high profile government lawyers, coordinating the appointment and invitation process, visits, guest lectures in classrooms and meetings with students. Support faculty trips to D.C., NYC, Harrisburg, and beyond, to meet with lawyers and policy makers.
Serve as the internal point person for government related career information. Identify, build and maintain strong relationships with government alumni and other officials. Educate OCS colleagues regarding government career opportunities and ensure that government career opportunities are represented in OCS programs and services.
Leverage communication tools to maximize government initiative program participation. Measure program success and report on outcomes.
Counsel students on public interest career strategy
Provide highly individualized career counseling and coaching to students based on specific needs and interests and for all aspects of career strategy, including practices, employers, recruiting, networking, application and interview preparation, with a focus on students and alumni interested in government as part of their career path, and those seeking fellowships to support their public interest employment.
Ensure excellent career counseling services individual counseling, by developing and maintaining expertise relating to public sector legal careers, (e.g. practice areas, employers, and geographic markets), selection and hiring practices and trends for these opportunities. Collaborate with the Director of Public Interest Career Strategy and Counseling, and Director of Counseling to share best practices and ensure an integrated approach.
Educate OCS colleagues on public sector careers, paths, programs and resources and support integrated counseling for students with varied career interests including public sector, multi-sector and cross disciplinary interests. Work in partnership with Director of Public Interest Career Strategy & Counseling, with a focus on government careers.
Collaborate with OCS colleagues with responsibility for alumni, clerkships and international career advising to advise and coach alumni in pursuing public sector career goals.
Communication, Reporting, Representation
Communicate the mission, vision, values of PCL as a leader in developing talented public sector attorneys and facilitating their successful career outcomes.
Ensure excellent systems are deployed and consistently maintained to capture data about student interests, success in law school and post-graduation.
Measure and communicate results of data collection relating to programs, services and outcomes to OCS colleagues, OCS and law school leadership and other partners. In collaboration with OCS leadership, respond to requests for information relating to public sector career strategy services and graduate outcomes.
Build and maintain strong relationships with law school partners, industry associations, peer schools and employers. Represent OCS in internal partnerships with TPIC, DAR, E&I. Represent OCS and Penn Carey Law as a member and leader of professional associations, including NALP, EJW, bar associations.
Management and Operational Leadership
Working in collaboration with the Director of Public Interest Career Strategy & Counseling develop annual report and strategic plan for all public sector career programs and services. Manage expenses and make annual budget recommendations.
Manage all work performed by administrative OCS staff members and student workers in support of these programs and services. Support their development and success by providing performance feedback directly, as well as to their managers.

QUALIFICATIONS:
Education/Experience: The successful candidate will hold an advanced degree, J.D. strongly preferred, and have a minimum of five to seven years of progressively increasing responsibility in a government agency, a public interest organization, or another public sector legal services environment. Direct experience with post-graduate legal fellowships or government agencies highly preferred. The candidate will have a history of working successfully with diverse constituencies, including employers, faculty, alumni, current students, prospective students, and colleagues. We seek candidates who have established track records as collaborators in the workplace.
