Reporting to the Chief Executive Officer of the
University of California Riverside Health (UCR Health), this position is responsible for operational and financial oversight and management
for the UCR Health clinical enterprise expanding over the Inland Empire geography. This includes operational oversight of all outpatient and
inpatient facilities owned and/or operated by UCR Health, current and future. This role will be an operational leader and partner in
advancing key strategic areas, including the expansion of UCR Health’s clinical footprint, the development of an employed community medical
group, a clinically integrated network, and the addition of an acute inpatient facility for UCR Health; as well as partnering to lead the
direction, design and operations of innovative patient-centered care at UCR Health, and involvement in University of California level plans
that have implication for the UCR Health region.
This role will be a key strategic partner in future UCR Health and UC ambulatory
expansion plans that will serve the Inland Empire.
The full salary range for this position is $221.2K – $467.8K annually. We base
salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and
organizational needs.
Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable
to sponsor or take over sponsorship of an employment Visa for staff.
Selected candidates will be required to comply with all
applicable University policies and/or collective bargaining agreements, as may be amended from time to time. Federal, state, or local
government directives may impose additional requirements.
Educational
Requirements
Bachelor’s degree in related area and/or equivalent combination of experience/training. Bachelor’s degree in
Healthcare Administration or related FieldRequired
Graduate degree in business, management or healthcare administration, or related

Minimum of 10 – 15 years of experience in health systems leadership
management and experience leading in a complex, multi-site setting. Required
Minimum of 10 years related experience must be in a recent
and progressively responsible position in a hospital and/or clinical operations, ideally in a multi-specialty and/or primary care setting

Demonstrated experience in developing and managing project budgets, coordinating multiple projects, adapting programmatic
objectives to changes in resources and establishing priorities as affected by budgetary issues. Required

Strong clinic/center management experience, with progressive expertise in practice management, scheduling,
customer-service methods, incident reporting, regulatory compliance, accreditation requirements, information technology, and the policies,

management, strategic development, and organizational structure as it relates to healthcare facilities including funding, planning, design,
construction and renovation of space. Required

Extensive knowledge of healthcare clinic/center operations and professional standards for multidisciplinary
clinicians.
Highly developed administrative leadership skills in creating and implementing a vision for a healthcare clinic / center
organization. Skills for developing long and short range strategic plans, integrating systems and fiscal management.
Exceptional
leadership, fiscal, and operations management skills. Ability to develop clinic / center leaders in their adoption and promotion of a shared
governance model of collaboration.
In-depth knowledge of a broad scope of relevant regulatory requirements, as well as legislative,
accreditation, licensing, and compliance environments.

Participates with senior leaders in developing short and long term fiscal strategies for the health care
clinics. Provides cost benefit analyses and proposals regarding market penetration and new affiliations with participating hospitals,
clinics, and physicians.
Collaborates with Senior Management/Executive Leadership Team to develop operating plans with short and
long-term goals to improve efficiency, quality of care and outcomes, clinical documentation, service excellence, and appropriate
reimbursement for services. Implements such plans and makes modifications as required.
Prepares annual operating budgets and monitor
progress in achieving overall financial goals. Ensures budget compliance and variance reports. Provides data to support key financial
indicators and decision making and recommend measures to maximize revenue and performance. Assists in developing operating and capital
budgets for the clinics, and direct appropriate aspects of the budget process to various supervisors within the clinical enterprise. 25%
Develops and communicates a vision for health. care clinic models for the organization and / or health system. Participates in the planning
and strategic formation of clinical program goals and practice standards. In adherence with external regulations and professional standards.

Clinical operations and accreditation: Ensures internal policies and external regulations are followed across the clinic
organization in regards to billing and coding practices and cash handling. Responsible for the overall direction and management of clinical
services working with the Chief Medical Officer, Clinic Managers, Medical Directors and the appropriate Clinical Chairs. Partners with
leadership of Human Resources, Information Systems, Finance, Hospital Affiliates and other institutional service departments to maintain
appropriate support services for clinical services. Partners with health system leadership in the development and implementation of a
strategic plan for clinical services. Ensures that appropriate institutional strategies for patient-centered care are coordinated with
clinical operations and programs. 15%
Participates with senior leadership in strategic planning for clinic acquisitions, partnerships,
and expansions and directs the overall management of the process. Directs and assists medical center and faculty leadership in the
operational planning and marketing of clinic services and programs, including ancillaries and new services.
Participates in growth
strategies for primary and sub-specialty care by identifying, analyzing, and pursuing opportunities for acquisitions, mergers, or
affiliations. Represents UC Riverside Health at the state, regional, and national level to external organizations involved with ambulatory

Reviews patient service analytics across the organization and/or health system clinics. Works with subordinate managers to
develop patient satisfaction and workforce culture goals and improve performance for any gap areas.
Establishes and ensures
appropriate clinical standards in compliance with established policies/procedures, applicable laws, regulatory requirements, codes of
practice, accreditation requirements, etc. Assesses and continuously improves the skills of the staff to ensure that program goals are met.
Provides effective education, training, direction and guidance to ensure compliance with established work standards. 10%
