Position Description:
Under the direction of the Assistant Manager for Finance Administration at the National Center for Research on Evaluation, Standards, & Student Testing (CRESST) housed within the School of Education & Information Studies, the Fund Manager will take on a crucial role in administering and providing comprehensive analysis and management of Business Contract, Sales and Service and Contract & Grant portfolios. The primary focus will be on the English Language Proficiency Assessment of the 21st Century (ELPA21), a consortium of states managed at CRESST, with diverse sales-based and extramural funding sources.
Operating independently with broad direction from the CRESST Assistant Manager for Finance Administration and the Executive Director of ELPA21, the incumbent will be responsible for developing and analyzing advanced-level financial reports and budgetary projections. This role involves managing heavy financial transactions, performing account reconciliations, and implementing corrective actions as needed across a variety of funding sources. Additionally, responsibilities include setting up agreements, managing the Purchase Order process, processing and tracking Accounts Payable and Receivables, and ensuring proper allocation of Accounts Receivable funds.
The Fund Manager provides overall fund management and financial analysis for all funding associated with ELPA21 operations, spanning from proposal conception to the completion of sponsored research projects, in accordance with funding agency guidelines.
Major responsibilities include:
Serve as the Fund Manager for ELPA21, performing monthly reconciliation of university ledgers, entry of revenues, payments and expenses into tracking and financial database systems. Scope of financial responsibility includes accurate budget preparation, tracking and reporting for ELPA21 and Center’s financial activities of approximately $8-$12M; preparation of various financial reports, managing complex budget scenarios and forecasting income on monthly, quarterly, and annual cycles for use by the ELPA21 Executive Director, CRESST Directors, and the ELPA21 Governing Board.
Provide direct support to ELPA21 Project Managers in coordinating Sales & Service agreements between ELPA21 and Clients from inception to execution. Review of vendor contracts, prepare billing and monitor program rates for Sales & Service and main Business Contract in accordance with BFS Costing Policy. Reconcile test delivery invoices with States and vendors to develop bi-annual and annual Profit and Loss Statements.
The incumbent is also responsible for preparing proposal application budgets and required documents, ensuring adherence to agency and university deadlines for the submission of grant and sub-award funding applications to governmental entities. The role involves maintenance of accurate records of project-related expenses. Compliance with institutional and sponsor policies and procedures is paramount, necessitating coordination with Principal Investigators to validate that the project’s scope aligns with available funds. Key tasks encompass detailed monthly reconciliations of project budgets, the preparation and analysis of sponsor budget reports and budget projections. As the Fund Manager the incumbent plays a pivotal role in determining the allocability and allowability of charges, providing guidance and oversight until the funding terms are fulfilled.
Incumbent is required to exercise sound judgment and work independently with minimal supervision and work as part of a team. Incumbent must have knowledge of accounting and Generally Accepted Accounting Principles (GAAP), with demonstrated ability to exercise independent initiative, provide advice on guidelines, fund restrictions, UC policies and proper accounting and usage of funds.

The budgeted hiring salary/target range for this position is the posted minimum to $38 hourly, with salary placement based on skills, knowledge, and experience.
