Summary:
Responsible for direct oversight and operational management of the department and staff. Assists department leadership to ensure successful attainment of department
goals and objectives. Works collaboratively with program leadership to ensure quality and safe transport services and operations. If supervising logistics and communications, oversees all aspects of communications, logistics, and fleet. If supervising education and quality, oversees all education, compliance and quality aspects of the department.
Responsibilities:
1. Budget Management-Assists department leadership with development of budgetary plans and submitting budgetary requests. May assist leadership in monitoring budget trends.
*If supervising logistics and communications, generates regular financial reports ; Maintains all maintenance records, reconciles invoices and ensuring invoices are paid; Maintains all fuel records (within the department and other departments), reconciles invoices and ensures invoices are paid.
*If supervising education and quality, implements strategies to increase cost effectiveness of expenses and revenue of equipment/supply use for education and patient care.
2. Leadership– May assist department leadership with reviewing and revising department policies. Attends multiple department meetings on a weekly, monthly, quarterly basis (Management, leadership, safety, Shift Operations Coordinator, Executive, equipment). Assist program, region, and state in disaster program initiatives, planning, and implementation.
*If supervising logistics and communications, provides direct oversight of the communications center and logistics, including equipment and supply management, inventory, ordering, contracts, and programming; Oversees on-sight maintenance and repairs of fleet; Ensures all trucks are inspected by NC Office of EMS, Federal and State Departments of Transportation to ensure standards and regulations are met.
*If supervising education and quality, coordinates and plans monthly/quarterly education and quality meetings; Represents the department in organizational meetings such as stroke and STEMI; Administrator for and technical support for documentation software and education/QA software; Collaborates with external groups such as Durham Tech EMS advisory board, Alamance Community College Advisory Board, Timberline Training Center, UNC Trauma program, and UNC School of Medicine.
3. Professional development–Maintain all clinical and continuing education requirements.
*If supervising logistics and communications, mentors communications supervisors and cover position/responsibilities as needed.
*If managing education and quality, direct oversight/monitoring/coordination for assessments and interviews for all applicants; Assits with development of scenarios, tools, and processes for applicant assessments; Coordinates professional development for instructors and staff.
4. Communication Maintains and develops positive, effective relationships with customers internally and externally. Assist Manager in developing strategic initiatives and business strategies.
* If supervising logistics and communications, provides direct oversight of Computerized Automated Dispatch (CAD) support, cameras at bases and administrative building support, radio maintenance and radio contracts.
* If supervising education and quality, creates message boards and announcements in department’s software program for communication between all staff.
5. Quality and Regulatory/Accreditation-Works to ensure all requirements for the Commission on Accreditation of Medical Transport Systems (CAMTS) and NC Office of EMS are met. Assist with CAMTS survey preparation and visit every three years. Runs regular reports, analyzes data, and presents to leadership or staff. Reviews continuous quality incident issues, documents actions plans, coordinates completion of these plans, and ensures loop closure is documented. Collaboration with department safety chair to ensure safe operations.
* If supervising logistics and communications, direct oversight of equipment maintenance and coordinating equipment from multiple bases throughout the state to BioMed as needed; Equipment maintenance coordination and oversight with outside vendors; Oversight of fleet to include maintenance needs and coordination, reporting, and interfacing with state radio systems.
* If supervising education and quality, submits all required forms/data to the NC Office of EMS; Review and update annual NC Office of EMS System Plan for the program; Review and update NC Office of EMS continuing education application by ensuring the accreditation of the department’s continuing education program through a plan development, monitoring and submitting required data and information; Direct oversight of the annual protocols and procedures review, revisions, and submissions for approval to NC Office of EMS; Ensure all requirements for education, orientation, patient care, and quality per the Commission on Accreditation of Medical Transport Systems (CAMTS) are met; Assist with CAMTS survey preparation and visit every three years; Re-credentials all staff within the department with the NC Office of EMS; Ensures the program is in compliance with all rules and regulations for an EMS agency with the NC Office of EMS; Review patient documentation charts and directs the quality assurance process for all chart reviews; Ensures all patient care meets CAMTS and national standards/best practices with implementation of new equipment/processes or patient care; Oversees clinical review of patient care in collaboration with the Medical Director.
6. Human Resource management- Assists Leadership with recruiting, interviewing, and hiring process; Coaches and uses appropriate corrective actions with staff in accordance with UNCHCS policies and procedures. Oversees all employee evaluations in respective areas.

Education Requirements:
* Associate’s degree in Emergency Services/Management, Nursing, or related field (or equivalent combination of education, training and experience).
Licensure/Certification Requirements:
* NC Certified EMT-Paramedic, NC Licensed Respiratory Care Practitioner or NC Registered Nurse
Current AHA ACLS Certification
Current AHA BLS Certification
Current AHA PALS Certification (APLS or ENPC)
Current TNCC, ITLS and/or PHTLS Certification
ATLS audit required every 5 years
Approved advanced specialty certification consistent with department.
Valid NC Driver’s License
If managing education and quality,
*Certified Healthcare Simulation Educator (CHSE) required within one (1) year of hire.
*NC Office of EMS Level 1 or Level 2 Instructor Certification
Professional Experience Requirements:
* If an Associate’s degree: Five (5) years of transport experience.
If a High School diploma or GED: Seven (7) years of transport experience.
Minimum of one (1) year of management/supervisory experience required.
