DEPARTMENT OVERVIEW

Human Resources includes CHRO Administration, Business and Fiscal Operations, and seven functional domains: Talent Solutions; People Programs and Rewards; HR Strategy and Policy; People Support; Organization Effectiveness; Data, Systems and Processes; and Strategic Consulting, Assessments and Analytics.
The Data, Systems and Process (DSP) domain in Human Resources oversees key units which include Business Intelligence, Human Capital Management, HR Payroll and Program Management and Business Integration. The domain is responsible for designing and maintaining the procedural, operational and technical infrastructure that collects, stores, and analyzes the data produced by enterprise activities drive decisions, benchmark performance and improve processes.
POSITION DESCRIPTION
Under the general direction of the Sr. Director of Data, Systems and Processes, the incumbent collaborates with Human Resources leadership to gather, define, analyze, and report on quantifiable data in support of all Human Resources unit strategic initiatives. Establish and enforce data quality standards and best practices to maintain accuracy and consistency of HR data. Collaborate with cross-functional teams to design, build, and maintain campus-wide operational reports using Human Capital Management (HCM) systems. Ensure these reports contribute to process optimization and informed decision-making across the university.
Utilizing a solid understanding of analytics tools and HR enterprise applications, the Senior HR Data Analytics and Compliance Officer performs root cause analysis and develops analytics strategies and project proposals. Partners with the campus, other UC locations, and external compliance organizations to define requirements and gather data to share systemwide, local measures and for audit purposes. Ensures that required analysis is providing direction and insights to the Leadership Team. In collaboration with the Strategic Consulting, Assessments and Analytics Domain (SCAA), the incumbent develops comprehensive, user-friendly reports to enable dashboards that effectively communicate data-driven insights to stakeholders at all levels. Ensures that reporting solutions are easily accessible, intuitive, and aligned with business needs.
Directs multiple complex analytics projects simultaneously as well as large, complex problem-solving initiatives as a result of data analyses. This role involves analyzing large-scale business processes and problems; developing solutions involving the use of systems, information flow, and architecture; creating specifications for systems to meet requirements; validating requirements against needs; and designing platforms for reporting. Acts as systems liaison between vendors, client departments, Information Technology Services (ITS), and government agencies. Responsible for assisting with the University’s compliance status in conformance with federal and state regulations regarding Equal Opportunity/Staff Affirmative Action and serves as the senior professional staff member for developing and analyzing the data and other information necessary to facilitate effective equal opportunity/affirmative action policy decisions and their implementation campus-wide.
Screens applications, interviews candidates, and either makes selection decisions or recommends individuals for hire. Trains and assigns work to new and continuing employees. Provides guidance to staff on performance standards and University procedures to ensure employees are properly trained and evaluated. Independently conducts performance evaluations, including communication with subordinates. Makes recommendations for employee incentive awards and salary increases including merits and reclassifications. Determines what discipline should be imposed for subordinates, with authority to apply such, and/or submits/recommends same to higher level management. Trains employees accordingly and supervises for adherence to new process and communication changes.
This role requires a seasoned professional with expertise in Business Intelligence and a deep understanding of AI and its strategic applications to drive data-driven decision-making and innovation within the university’s operational landscape. The incumbent must stay abreast of industry trends, emerging technologies, and best practices in business intelligence, data analytics, and reporting. Proactively identify opportunities to enhance processes and tools to increase efficiency and effectiveness.
QUALIFICATIONS
Bachelor’s degree in related area or an equivalent combination of experience/training.
In-depth knowledge of business intelligence functions, advanced analytics, industry standards and best practices. Proven ability to serve as an advanced technical leader providing advice, counsel, and analysis on business intelligence issues.
Advanced knowledge and skill in internal databases, BI applications, tools, and systems.
Advanced skills creating custom reports using a variety of tools.
Advanced Microsoft Excel and PowerPoint skills. Intermediate to advanced skills in data analysis and visualization tools. Demonstrated experience conducting advanced data analyses using appropriate technical tools. Advanced experience creating data visualizations, using appropriate technical tools that tell the story of the data in an easily understood way.
Demonstrated ability to assess procedures and define requirements for technical systems that streamline business process and result in productivity improvement.
Advanced project management, planning, and execution skills. Experience identifying highly complex problems and related information to develop and evaluate options, identify project management methods and techniques, and implement solutions for monitoring performance and ensuring quality.
Advanced critical thinking and problem-solving skills to manage highly-complex information, assess problems, and develop effective solutions. Strong strategic thinking and analytical skills with the ability to translate data into a straightforward, insightful story.
Demonstrated ability to analyze information, situations, problems, policies and procedures; separate problems from symptoms; identify potential solutions; apply solutions and formulate logical and objective conclusions from data and observations; and communicate conclusions to a variety of personnel at various levels.
Advanced organizational skills. Demonstrated experience in setting priorities across competing demands, clarifying expectations, and sustaining a positive and productive attitude despite swiftly changing priorities and a high level of activity. Ability to complete project and achieve results in a fast-paced work environment.
Demonstrated ability to maintain accuracy and focus with attention to detail in fast-paced environment with constantly changing priorities.
Adept in ability to learn quickly, apply creativity, understand complex processes and procedures, prioritize workload, set and meet deadlines, and perform well with a minimum of direct supervision.
Advanced written and verbal communication skills with the ability to convey complex information in a clear, concise manner. Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Excellent presentation skills to effectively report findings and influence change. Ability to produce and deliver presentations to large and diverse audiences. Demonstrated experience to convey complex or technical content into understandable terms.

Pay Transparency Act
Annual Full Pay Range: $71,000 – $160,000 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $34.00 – $76.63
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
