DESCRIPTION
UC San Diego Health Sciences encompasses UC San Diego Health, the region’s only academic health system, UC San Diego School of Medicine, one of the nation’s top research-intensive medical schools, Skaggs School of Pharmacy and Pharmaceutical Sciences, Southern California’s first public school of pharmacy, and Herbert Wertheim School of Public Health and Human Longevity Science. The division of Medical Education within the UC San Diego School of Medicine consists of the following units: Undergraduate Medical Education, Admissions & Student Affairs, Diversity and Community Partnerships, Graduate Medical Education, Continuing Medical Education & Faculty Development, Simulation Education, Physician Assistant Education, Anatomical Services, Business Affairs and Educational Technology. The division supports the education, training and co-curricular activities of approximately 560 medical students, 90 physician assistant students, 1000 residents and fellows as well as the faculty, physician and healthcare providers at UCSD’s School of Medicine, its’ Medical Centers, and affiliates.
This position will serve as the primary financial aid counselor for the new Atkinson Physician Assistant Education Program. This is a graduate level program. In conjunction with the Assistant Director of Financial aid in Health Sciences, the individual will also be responsible to develop and implement a financial aid wellness and literacy program for Health Sciences financial aid recipients.
The Health Sciences Financial Aid Office is a unit within the Student Affairs Office of the Medical Education Division of UCSD Health Sciences, under the Vice Chancellor of Health Sciences. The Medical Education Division is comprised of five branches, including the Office of Admissions and Student Affairs, Undergraduate Medical Education, Graduate Medical Education, Continuing Medical Education, Alumni Affairs and Administration and Support Services, and is overseen by the Dean of Medical Education.
The Health Sciences Financial Aid Office is a core mission-critical student service unit within the Office of Student Affairs in the Medical Education Division, and is completely independent of awarding funds from the main campus Financial Aid Office. The Health Sciences Financial Aid Office administers over $40 million in support to medical and pharmacy students with a staff size of seven career employees. The staff provides outreach services, counseling, eligibility and verification determination, budgeting, awarding, reconciliation of payments, administration of department stipends, and federal, state and university reporting.
The financial aid officer (FAO) position is empowered to serve every financial aid customer (prospective students, current students, spouses, families) at every stage of contact with the university. At the recruitment stage, advise applicants and their families on the application process and provide comprehensive information to prospective students from diverse backgrounds, to provide reassurance that financing a Health professional school education is a manageable proposition. At the admission and throughout the enrollment stage, analyze each student’s situation and evaluate, assign financial aid programs, approve disbursement of financial aid funds toward payment of university bills, certify eligibility for student loans, reconcile funds with external agencies.
Apply federal, state and university regulations that establish the financial aid cost of attendance and financial aid program eligibility. Review federal income tax returns to establish family contributions and to exercise professional judgment in approval decisions over a range of issues. Resolve conflicts among state, federal and university regulations to ensure compliance with each regulatory agency. Counsel students from culturally and financially diverse populations applying advanced operational approaches to independently resolve unique and complex problems of eligibility or insufficient resources to sustain the student in school. As a specialty/project leader, plan, develop, implement and coordinate at least one financial aid related program or specialty. Provide input, formulate proposals for improvement and develop changes in UCSD health sciences financial aid policies and procedures.
MINIMUM QUALIFICATIONS
Seven years of related experience, education/training, OR an Bachelor’s degree in related area plus three years of related experience/training.
Working knowledge of policies, regulations, and practices for awarding financial aid; specialized knowledge of particular programs.
Working knowledge of University policies, processes, and procedures.
Working knowledge of advising and counseling techniques.
Ability to interpret policies and develop procedures to ensure compliance. In-depth knowledge of regulations in interpreting and administering of federal Title IV, state and university financial aid programs to ensure compliance. Ability to research interpret and apply complex rules and laws. Write and present concise findings with recommended course of action.
Problem identification, critical thinking, and problem solving skills; judgment and decision-making ability.
Ability to calculate financial aid with attention to detail and accuracy. Understand financial aid eligibility requirements pertaining to academic progress, citizenship eligibility, default and overpayment of federal aid, etc.
Organizational skills and ability to prioritize work and meet deadlines.
Strong written and verbal communication skills. Active listening skills. Possesses strong customer service orientation skills. Ability to communicate in a sensitive and confidential manner with various campus colleagues to ensure student success and to respond to students who are in financial crisis.
Strong ability to assess processes and implement improvements. Thorough interpersonal skills.
Strong proficiency with standard office software as well as internet and email applications. Working knowledge of common University-specific computer application programs.
Experience using complex databases. Ability to define specifications for database programming. Strong technology skills with financial aid management software systems. Knowledge and understanding of databases and external financial aid systems (EdExpress, COD; NSLDS, CPS, ELM) and experience with document management and imaging systems.
Understanding of the fiduciary responsibility of the university for approval decisions for funding each student are made and the associated reconciliation and reporting are completed on behalf of the university to external agencies.

Pay Transparency Act
Annual Full Pay Range: $48,900 – $102,300 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $23.42 – $48.99
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
