Job Summary:
The Application Development Lead position provides technical leadership and uses project specifications, statements of problems, and other procedures to design and create or modify computer application software, primarily involving the University’s ERP and SQL databases and web-based information systems. This person also gathers specifications for software development and enhancement and supports end use of such software.

Major Duties and Responsibilities:
Duty 1:
Provide technical direction to all Applications Development staff. Provide recommendations to supervisor on skills development and training needs for Applications Development staff. Perform research and provide recommendations to supervisor on technology purchases and application architecture. Supervises the design of data retrieval and management systems to meet user needs. Conducts feasibility studies, evaluates costs, analyzes user needs, designs in-house data processing systems or subsystems, programs the systems or subsystems, develops testing criteria, and establishes documentation to support the new systems.

May serve as a project leader or be assigned to the more complex projects.

Duty 3:
Responsible for the design, layout and coding of web and mobile applications to meet the need of functional users. Involved with the technical and graphical aspects of the application – how it works and how it looks – providing full-stack development expertise. Can also be involved with the maintenance and update of an existing application, such as improving functionality and process flow.
Percentage of time: 18%
Duty 4:
Responsible for development of ETL processes. Also responsible for selection and implementation of ETL tools. Responsible for resolution of performance issues and failed processes. Monitors all server-based processes to ensure success and normal operation.
Percentage of time: 17%
Performs related duties as required to support the Regis mission.

Decisions involve finding the best methods to implement requested changes through analysis.
Decides if the programming follows defined coding standards.
Assistance and review available from supervisor.
SCOPE of AUTHORITY: Financial, program, specific activity (Amount of freedom to establish methods to complete assignments.)
Authorized to modify existing systems, programs, and files within the scope of assigned tasks and defined standards. Authorized to be flexible and creative within these parameters. Authorized to propose additional enhancements. Authorized to accept or reject the work of other Applications Development staff.
COMMUNICATION: (Interpersonal level of communication, e.g., factual, interpretative, motivational.)
Primary communication is with other Applications Development staff, particularly in teams and with a team lead, for determining tasks and specifications and for assisting in team-based project management. Interacts with users via phone or in person to gather specifications and additional information as needed. Answers user questions via phone or e-mail.
RESULTS of ACTIONS: (Impact of results on the department/Regis.)
Errors can be critical and impact the entire administrative support network for the institution. Good solutions to problems can enhance productivity for many if not all users and also enhance the University’s return on technology investment.
MINIMUM REQUIREMENTS: (Necessary for essential duties.)
Experience: (Specific, observable and linked to essential duties.)
The qualified applicant must have experience with Microsoft-based web design and development, as well as with applications commonly used for such purposes. A proven understanding of web-based programming languages and Object-Oriented design techniques, and a proven understanding of web-based information delivery concepts. Must have ability to work with web database interfaces. Experience with Microsoft SharePoint expected. Experience with one or more Enterprise Service Bus technologies (or equivalents) required. Knowledge of and experience with the Regis mission and community a plus. Requires a bachelor’s degree in computer science or equivalent plus 4-5 years’ direct programming experience on technologies used at Regis University required.

Pay Rate:
$75,000 – $83,000 / annually commensurate with qualifications.
