The Workforce Development Program Manager is responsible for managing the development, marketing, and implementation of the Clean Energy Center’s workforce recruitment and retention efforts for the residential energy efficiency and building performance industries. This includes leading strategy development, communications, partnership planning, and implementation of workforce outreach efforts and job readiness programs to build a pipeline of diverse energy efficiency and building performance workers.

Qualifications
Education:
-Bachelor’s Degree in a related field or an equivalent combination of education, training, and work experience (Minimum)
Experience:
-Three (3) years’ experience in business development and outreach or educational partnership development (Minimum)
-Three (3) years’ experience successfully managing multi-disciplinary teams on complex projects from planning through completion (Minimum)
-Sales/marketing experience. (Minimum)
-Experience working with one or more of the following:
-Direct experience in and thorough knowledge of workforce programs focused on the building trades, renewable energy, weatherization, or energy efficiency. (Desired)
-Training program development and oversight. (Desired)
-Training/mentoring experience. (Desired)
-Grant administration experience. (Desired)
Abilities and Skills:
-Strong interpersonal skills necessary to deal effectively and courteously with staff, faculty, students, and the public. (Minimum)
-Strong oral and written communication skills to facilitate correspondence with other staff, clients, and third-party entities, online and in-person meetings, and presentations. (Minimum)
-Positive work attitude and ability to motivate others, interact as part of a team, and lead peer team members in projects. (Minimum)
Responsibilities
Essential:-Develop and maintain strong working relationships with clients, trade associations, and partners to assess and address energy efficiency and building performance workforce training and project needs.-Monitor and evaluate workforce development training programs to maintain a high quality of content and instruction, seek customer feedback, and develop and implement improvement initiatives.-Maintain memberships and involvement with professional organizations, certification entities, and keep current with trends in workforce training.-Establish and maintain strong working relationships with funding agencies for continued cooperation and coordination of projects.-Assist in the development, writing, and administration of grants related to workforce development training, business and industry projects, and economic development.-Oversee the development, coordination, marketing, and implementation of workforce development training programs, projects, and services and provide direction to individuals supporting all related efforts.-Negotiate with clients and applicable funding agencies to develop program specifications, costs, and contracts for specialized training, and assessment initiatives.-Represent and promote the mission and services of the Center and the College in industry and professional organization functions through presentations, service on committees, and participation in meetings with various agencies.-Provide instruction workforce recruitment and retention topics during presentations and workshops as necessary.-Identify, train, and oversee internal and external instructors as necessary.-Provide subject matter expertise to project teams as appropriate.-Prepare financial, statistical, and other activity reports and projections as requested by the supervisor.-Assist in the strategic planning process and execute the objectives of Penn College Workforce Development.-Consult on an ongoing basis with College Relations, Career Services, and other offices/persons with assigned company contact responsibility on behalf of the College to coordinate and maximize efforts.-Coordinate with other Workforce Development staff for the ongoing support of clients as necessary. Maintain updated and complete data within training management and shared file systems.
Physical Standards and Special Job Features
Physical Standards:
-Occasional light-duty physical work required for training demonstrations and the set-up/break-down of classrooms and exhibitor booths.-Lifting not to exceed 50 lbs. (with assistance)
Special Job Features:
-This is a fully remote work arrangement and requires the employee to have appropriate home office equipment, telephone, and an internet connection to perform all job duties.-Residency must be in the state of Pennsylvania.-State and nationwide travel will be required, specifically within Pennsylvania. Travel is required at least once per month to the Clean Energy Center office in Williamsport, PA. Travel reimbursement will be provided at the current College rate.-Flexible schedule and hours beyond normal work week as required to meet the needs of the Center.-Position is subject to a background check.
Pay TransparencyBased on minimum education and experience qualifications the yearly salary range is $68,500 – $78,500.College Statement
