In this position as a Human Resources Specialist, you will be responsible for being the SME for all benefits related questions and programs. Work involves assisting in the administration of the agency’s state insurance, retirement, and benefits functions ensuring compliance with state and federal laws and regulations and agency policy.

Who you will be working with

This state agency serves as the chief steward of the State of Texas’ finances. In this capacity, the agency works with Texans through vital roles: tax collector, chief accountant, chief revenue estimator, and chief treasurer.

Major duties

• Provides assistance with benefits enrollment for agency staff including new hires. Prepares change requests which includes processing forms, data entry and coordinating with the Employees Retirement System (ERS) and other benefit providers.
• Drafts correspondence in response to questions from employees regarding updates to their benefits as a result of qualifying life events, changes in employment and/or other benefit modifications.
• Enters benefit selection data into the ERS Online system.
• May assist in conducting New Employee Orientation (NEO).
• Reconcile daily insurance change reports from CAPPS.
• Processes employee benefits for transfers, terminations and retirement.
• Maintains statistical data for reporting purposes.
• May assist in the following: calculation of payroll adjustments to collect/refund- insurance premiums–and/or prepares overrides for deferred compensation and coordinates with payroll to ensure correct and timely processing, process disability and death claims, and calculations for vacation lump sum payments.
• Coordinates with the agency’s FMLA/Special Leave Coordinator to establish correct billing for insurance premiums when employee is in a leave without pay status.

What are we looking for

• Education: Graduation from an accredited college or university with a bachelor’s degree.(Degree or higher in human resources management, business, public administration or organizational development preferred)
• One or more years of experience coordinating a state of Texas employee benefits program.

Preferred Experience/Certifications:

• Administering claims related to Family Medical Leave Act.
• Experience working with the Employees Retirement System Online benefits system (ERS Online).
• Experience working with the Uniform Statewide Payroll System (USPS).
• Knowledge of Centralized Accounting and Payroll/Personnel System (CAPPS).
• Experience conducting training on Benefit related topics.
• Certified Employee Benefit Specialists (CEBS).
• Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) and/or SHRM-CP, SHRM-SCP.

About this position

• Rate: $22.50 per hour
• Length of engagement: ASAP – March 20th, 2023
• Days/Hours: Monday-Friday (8am-5pm), 40 hours per week.
