JOB SUMMARY:
Park City is actively looking for a transportation professional to create, define, and implement Park City’s transportation vision, goals, and priorities. This will be completed by engaging community stakeholders, elected officials, technical professionals, and the public in long-range, short-range, and project specific multimodal planning activities. This work would be multifaceted in areas of managing high profile transportation projects that could include implementing transportation improvements as found in Park City Forward, short- and long-range strategic planning, policy projects, community and stakeholder representation, and transit planning.
This position exercises independent judgment, quality decision-making, exceptional project management, interdepartmental collaboration, and transportation planning expertise.
ESSENTIAL DUTIES: • Manage multiple short-term and long-term transportation projects and initiatives, including but not limited to: leading scoping, budgeting, consultant selection and oversight, public outreach, and presentations before the public and elected officials. • Develops, implements, and oversees programs and projects that increase the use of alternative transportation methods. Assists in communicating objectives to stakeholders, leads policy changes, strategic and implementation plans and programs that minimize traffic volumes, increases transit ridership and parking demand in and around Park City. • Articulates the City’s transportation planning challenges, objectives, strategies, and priorities and their relationship to traffic and projects with local and regional partners, visitors, employees and stakeholders.
• Prepares reports, recommendations, and presentations on transportation planning initiatives and projects, intended outcomes, and successes. Develop City Council communications and reports on related work activities. • Serve as City transportation liaison to agency partners including but not limited to; Utah Department of Transportation, Summit County, Mountainland Association of Governments, Park City Chamber, etc. Lead and manage multi-disciplinary project teams to develop complex transportation projects and strategies. • Participates and contributes to street improvement plans, project development, and development plans for projects. This may include leading residents and stakeholder with innovative street design projects, assisting with implementing temporary street treatments, and coordinating installation of improvements. May also include incorporation of design standards and development review of land use applications with City regulatory and streets departments. Collaboration on these projects will include leading communication with internal and external stakeholders. Provides oral and written communication of results. • Facilitate constructive dialogue, public outreach and education in the community related to complex policy, projects, and planning issues. Leads transportation coordinators, community stakeholders and volunteers in programs that promote transportation projects and community transportation initiatives.
• Supports data collection, analysis, and reports with transportation system performance, including but not limited to traffic counts, Level of Service, transit ridership, transit operations, mode split, and bicycle and pedestrian facility usage.
• This position may be highly project driven such as manage transportation electrification studies, NEPA, micromobility, etc. as directed by management.

EDUCATION AND/OR EXPERIENCE:
Required:
• Must have knowledge of: current transportation practices and projects, including technical aspects, planning, budgeting, and scheduling; Regulations as related to transportation planning specific job tasks; transportation planning methodologies; Federal, state and local government policies; Engineering principles and practices; Technical writing methods; Public speaking; and basic understanding of land use and transit planning.
• Microsoft Word experience, including the ability to create basic office documents including letters, memos, invoices, etc. customized with lists, tables, graphs, charts, merges and macros.
• Ability to work independently in completing assignments.
• Ability to conduct research, create and deliver presentations and program management with minimum supervision.
• Ability to maintain positive and effective working relationships with employees, other agencies and the public. Ability to communicate effectively both orally and in writing with department managers and others.
• Ability to organize and supervise projects and meet deadlines, and coordinate projects between several individuals and/or departments.
• Purchasing experience to include working with vendors, bidding processes, and budgeting.
• Knowledge of basic traffic engineering principles associated with Level of Service, MUTCD, NACTO, volume/capacity, etc.
• Familiarity with current performance metrics, data collection and analysis
• Bachelor’s degree from an accredited college or university with major course work in geography, urban/regional planning, transit planning, transportation planning, traffic engineering, environmental planning, or a closely related field.
Preferred:
• Master’s degree in a closely related field.
• 5+ years of experience.
• Experience presenting to public elected or appointed councils, boards and commissions.
• Previous transportation and/or transit planning experience.
• Adobe Creative Suite, Arc GIS or other relevant transportation software skills.
