Department: Campus Police
General Summary
The Odessa College Chief of Police coordinates and directs campus police, safety, parking enforcement and security in accordance with all applicable federal, state and local regulations. The Chief of Police leads an effective community policing program with emphasis on safety and protection of college property, resources, personnel, students and visitors.
Specific Position Duties
Assumes management responsibility for all programs, services, activities and budget of the Odessa College Police Department; Enforces and oversees enforcement of applicable laws on campus and campus property; Coordinates with local, external law enforcement agencies as appropriate; Develop and implement goals, objectives, policies and priorities for safety and security – making recommendations and implementing improvements as necessary; Respond to and/or oversee response to calls for service on campus; Monitor, evaluate and make recommendations regarding effectiveness of campus police officers and of department – including but not limited to staffing, policy, procedures, etc.; Select, train, manage and lead department personnel; Establish effective community police and patrol schedules to protect campus property and personnel and deter criminal acts or behavior; Advise administrative staff on crisis management situations; Monitors progress of critical situations; Participate in the development and implementation of campus safety and emergency management plans; As necessary, provide backup to officers including additional patrol and shift work; Supervise, direct and coordinate crowd control and safety at public events; Oversee issuance and inventory control of parking permits; Participates, plans and conducts emergency safety drills including coordination with local law enforcement agencies as appropriate; Actively serve as a permanent member of the Safety and Emergency Preparedness Committee; Actively serve as a member of the Student Services Leadership Team; and Perform other duties as assigned.
Minimum Qualifications
High School Diploma or Equivalent; TCLEOSE Certified Peace Officer (Advanced); completed or be able to complete within one year of employment, 40 hours of continuing education through the Bill Blackwood Institute during the current 2 year training cycle as mandated by the Texas Education Code 96.641 and TCLEOSE. Proven Leadership Skills; Effective Communications Skills; Organizational/Strategic Planning; Community Oriented Policing and Problem Solving Skills; Team Building Skills; Budget and Physical Management Skills. Positive ‘can-do’ attitude; Team Oriented/Problem Solver; Life-Long Learner; Inclusive/Active listener; Must hold valid driver’s license and meet college’s criteria to drive college vehicles; Be in good physical condition; and able to pass annual Work Steps physical assessment for police officers
Work Hours: Varied as need requires. Campus Hours Mon – Thurs 8 am – 5:30 pm, Fri 8 am – 1 pm. Summer hours Mon – Thurs 7:30 am – 5:30 pm Closed Friday On Call response to officers on duty
