Oakland Community Health Network Hiring for Manager of Human Resources Job at Troy, MI Full Time

The Manager of Human Resources manages daily Human Resources (HR) operations and provides counsel and guidance to OCHN (Oakland Community Health Network) staff relative to HR issues. Manages HR staff and manages activities in all areas of Human Resources, including Policy Development and Administration, Benefits Administration, Selection, Labor Relations, Disciplinary Procedures, Employee Training and Development, Job Description Development, Compensation Planning and Administration, EEOC (Equal Employment Opportunity Commission) Compliance, ADA, Payroll, etc.

• Provide supervision and direction to Human Resources Specialists, Administrative Specialists, Co-op students, interns, and other staff, as needed.
• Select, train, motivate, and evaluate personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures; maintain discipline and high standards necessary for the efficient and professional operation of OCHN.
• Research and prepare technical and administrative reports and studies; prepare written correspondence, as necessary.
• Provide consultation to the Director of Human Resources and serve as the Deputy Director of Human Resources in the Director’s absence.
• Provides subject matter expertise and management leadership for HR operations including, but not limited to: Employee Electronic File Maintenance, Recruitment and Selection, MIOSHA (Michigan Occupational Safety and Health Administration) Health and Safety Requirements, Employee/Labor Relations, Payroll Administration, and Benefits Administration.
• Maintain and update the Human Resource Manual as required.
• Assure compliance with all State and Federal Labor Employment Laws. Process and resolve all employee grievances.
• Facilitate on-site and virtual meetings, as necessary.
• Collaborate with OCHN leadership as necessary for projects related to staff training, communication, safety, among others.
• Build and maintain positive working relationships with managers, OCHN staff, and other stakeholders using principles of good customer service.
• Provide training in Human Resources operations as required, including new hire orientation.
• Represent HR in internal committees and workgroups.
• Represent the OCHN to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Serve as a resource to all Departmental Teams.
• Other projects and responsibilities as assigned by the Director of Human Resources.
• Additional duties, as assigned.

Education:

• Bachelor’s degree in relevant discipline required.
• Master’s degree preferred.

Experience:

• Minimum five years of generalist experience in human resource management with increasing levels of responsibility, preferably in the public sector.
• Demonstrated leadership skills in a managerial or supervisory position are preferred.

Special Information (Travel required, physical requirements, on-call schedules, and so on):

• Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
• Must be available for meetings and events which may occur outside of standard office hours.
• Must be available for travel to community-based sites and conference travel as needed.
• Work performed primarily in an office environment.
• Per the Centers for Medicare and Medicaid Services (CMS) regulation, as of January 27, 2022, all OCHN employees must be vaccinated against COVID-19. The regulation permits exemptions for employees with qualified medical disabilities or religious beliefs.
