Northrop Grumman’s Aeronautics Systems sector is currently hiring a Program Manager 3 (Program Integration Lead) to join our team of qualified, diverse individuals at our Grand Sky Site in Grand Forks Emerado.
We’re in need of a motivated and adaptable individual to support our leadership team as a Program Operations Manager. The successful candidate will represent and lead the Grand Sky Team supporting multiple business areas and ensuring proactive vertical and horizontal integration across Enterprise. In addition, this role will include working with the program’s Human Resource’s Team to develop a program management career growth and development plan for Enterprise program managers.
Responsibilities:
Provides leadership to PIT staff through coaching, mentoring, and other staff development approaches.
Provide leadership, coaching, and clear instructions to members of the team responsible for the execution of task orders.
Providing strategies and direction of all technical areas within the scope of the Site activities
Direct and manage all phases of the program from inception through completion including cost, schedule, and technical performance of each task.
Communicates program vision across multiple tasks to ensure outstanding tactical and operational execution of the program
Assist with quality, innovation, resource management, etc., to drive efficiencies while demonstrating compliance with corporate management standards.
Ensures senior management is engaged and familiar with task order area direction.
Act as the primary customer contact for program activities while cultivating customer relationships and intimacy to develop opportunities
Delivering presentations to customers, executive management, and other program stakeholders
Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications
Conducting thorough risk & opportunity management practices including identification, mitigation, and realization.
Oversee all Capital, NCTA and Indirect labor and purchases required in support of operations at Grand Sky
Work closely with the Division Ops Manager and Division Business Manager to support capital, indirect, NCTA, and other financial planning
Directly accountable to the Grand Sky Site Director for the execution of responsibilities outlined above in accordance with company policy, business plans, and applicable laws and regulations, as well as the performance associated with the conduct of the business.
Relevant technical, cost, schedule, quality, and risk performance measured by established management tools and monitored via the Site Dashboard Attainment of AOP goals
Ideally the Program Operations Manager will have a technical background in a hardware engineering discipline; electrical/mechanical manufacturing experience; solid organizational skills; an ability to lead program teams to achieve program milestones and delivery objectives; program planning and scheduling skills; solid communication skills; and familiarity with earned value management.
Basic Qualifications:
Must have a bachelor’s degree AND 9 years of related professional/military experience with a background in project/program management, OR a master’s degree AND 7 years of related professional/military experience with a background in project/program management.
Must have at least 5 years of personnel management and development experience with demonstrated success leading and growing teams/and or organizations to achieve a common goal
Must have at least 5 years of experience leading the performance of tasks on schedule and at or under cost
Must have an active DoD Secret clearance that is in-scope (granted or renewed in the last 6 years).
Preferred Qualifications:
Master’s in business administration or Finance
Experience managing program/projects of > $20 Million / year with P&L responsibilities
Experience with Program Operations, Data Analytics, Infrastructure & Facilities
Experience with CAM role
Experience with EVMS
Certified by Project Management Institute as a Project Management Professional (PMP)
Demonstrated experience meeting customer needs, building strong relationships with strategic partners and guiding program teams and support functions to take action to satisfy customer expectations
Experience managing and writing contracts
Salary Range: $119,100 – $178,700

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
