New York City Department of Transportation Hiring for Deputy Director at Manhattan, NY  Full Time

DOT is seeking a Deputy Director of Land Use Review to oversee all MTA projects requiring DOT’s approval for Master Lease, licensing or easements within the MTA system in the City. Responsibilities include but are not limited to: supervise staff; coordinating the review of proposals; manage and coordinate review and approvals of NYCT ADA compliance, resiliency and station enhancement projects which includes installation of new elevators, additional head houses, and subway stairs within the City’s rights-of-ways to make all subway stations accessible; manage and coordinate review and approval of LIRR Projects for installations of elevators, signals, stairs, catenaries, and other infrastructures within the rights-of-ways under DOT for licensing or easement purposes; Metro North Projects: Manage and coordinate review and approval of all Metro North Railroad Projects which establishes new stations along the AMTRAK, New Haven Line; MTAs resiliency projects: coordinate the review and approval of all MTA resiliency projects requiring Master Lease or license or easements.; coordinate review of all other MTA projects such as hatches, ventilations, flood resistant stairs, requiring DOT’s approval; collaborate with MTA for DOT and MTA’s projects to minimize impacts on communities and cost effectiveness. The Deputy Director will coordinate with various units of DOT, MTA and their consultants and other stakeholders to resolve issues related to all MTA projects, attend meetings, and conduct site visits; prepare and transmit pre-RFP comments and final memorandum to MTA with approval from the senior staff; verify properties ownership, jurisdiction and management and mapping status of streets; and provide support to Land Use unit on all land use matters.

N ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE PERMANENT IN THE TITLE OF ADMINISTRATIVE STAFF ANALYST, OR REACHABLE ON THE ADMINISTRATIVE STAFF ANALYST CIVIL SERVICE LIST, OR ELIGIBLE UNDER THE 55A PROGRAM.

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Strong oral and written communication skills. Strong familiarity with New York City real estate and land use processes desired. Advanced GIS experience. Preference given to candidates with New York City government experience, as well as NYC zoning and land use experience.
