Essential Job Duties:
The Pre & Post Award Manager is responsible mainly for pre-award administration and will also have a role in post-award administration for the Department of Electrical and Computer Engineering. Considerable public contact is required using a substantial knowledge of particular program requirements in order to interpret and communicate information regarding program procedures, objectives, and goals of the Department’s Principal Investigators.
The major responsibility of this position is to help the faculty develop proposals, subcontracts, and memoranda of agreement. This requires working with each PI on a one-to-one basis in the initial stages of proposal development. This position develops and prepares all research proposal budgets making sure they meet all cost accounting standards and state and federal requirements. This requires frequent and in-depth interactions with faculty, the College of Engineering, the Professional Development Unit, the Office of Technology Transfer and Industry Research, and the Office of Sponsored Programs and Regulatory Compliance Services.
Essential duties of the pre-post award manager are working with the faculty member from the beginning of reading the Request for Proposal, through the final submission of the proposal to the sponsor. This position develops and prepares all proposal budgets and budget justification narratives, with input from faculty, making sure they meet all policies, procedures, and requirements from the funding agency, that they meet all cost accounting standards, and that the cost share commitments are allowable and correct.
The position reviews all cost-sharing and salary release commitments for the principal investigators for accuracy and reviews cost-sharing commitments for compliance and agency requirements. Once awards are granted this position will process the cost share setups. Proposals are often interdisciplinary in nature and require interaction with other colleges, other universities, and funding agencies to successfully expedite the process. Proposals are completed in accordance with funding agency, general administration, and university guidelines.
This position is responsible for preparing and processing all non-technical portions of pre-award research agreements, making use of numerous university, sponsor, and government systems, including PINS, RED, Wolf, Grants.gov, ARPA-e, Fedconnect, Fastlane, NIH Commons, and EERE Exchange, etc.
This position will supervise two (2) full-time permanent employees in research administration.
Other Responsibilities: The position is responsible for the Time and Effort Reporting (TEARS) actions of cost share set ups, confirmations, annual and summer certification. This includes working with faculty/staff to ensure their effort reports are correct.Assist with post award duties such as verifying that expenditures are allowable, approving financial transactions, account monitoring, communicating project status to the faculty, and closing projects for a small portfolio. This position is also responsible for the preparation and manages the submission of subcontract requests.

This position must have a global understanding of the total research environment at the University. It requires an extensive knowledge of all research components, from the conception of the research proposal to the final deliverables to the funding agency. This position requires the ability to interpret guidelines, rules, and regulations and analyze policies and procedures, as well as knowledge of accounting and auditing principles and practices and the ability to explain and apply these practices. This position must maintain effective working relationships with Principal Investigators, college and departmental staff, and other university offices, and be able to communicate effectively in oral and written form.
This position requires an individual who has had previous experience in many of the tasks associated with this position. This a highly skilled position and would require an individual who has a minimum of at least one (1) year of experience performing these duties to be able to function effectively and independently.
Must have excellent leadership, supervisory, organizational, and problem-solving skills.
