The selectee will be trained to advise employees about retirement planning, including anticipated benefits and documentation requirements. Retirement Counselors work as a team to deliver briefings on the retirement process, serve on the Agency’s Casualty Reporting Team, and guide surviving family members in employee death cases. Occasional Continental United States travel may be required.
Specific duties include, but are not limited to:
– Advising employees and answering questions regarding:
– Eligibility (e.g., service computation dates);
– Benefits (e.g., employee annuity estimates, health services, life insurance, Thrift Savings Plan [TSP], Flexible Spending Account [FSA], and Long Term Care [LTC]);
– Training and educating stakeholders (employees, Talent Management partners) on retirement and benefits procedures;
– Monitoring and applying relevant federal policies and legislative changes;
– Administering retirement award programs;
– Reviewing personnel files and processing timely documentation for retirements (including disability retirements) and death cases.

Qualifications
The qualifications listed are the minimum acceptable to be considered for the position.
Degree must be in Human Resources (HR), Business Administration, Business Management, or an HR-related field (e.g. Personnel Counseling Services, Organizational Behavior, Organizational Development, I-O Psychology, Industrial Relations, Business Administration, or Human Resources Management). At the bachelor’s level, may also be in a related field (e.g., psychology, sociology, counseling).
ENTRY/DEVELOPMENTAL
Entry is with a Bachelor’s degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate’s degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
Experience working with employee benefit plans, benefit practices, and/or related government benefit regulations; and in customer service is desired.
FULL PERFORMANCE
Entry is with a Bachelor’s degree plus 3 years of relevant experience, or a Master’s degree plus 1 year of relevant experience or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate’s degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.
Relevant experience must be in customer service and working with employee benefit plans, benefit practices, or related government benefit regulations. Experience in a benefits office as an advisor or coordinator of benefits and managing customer-related programs is preferred.
Competencies
The selectee will be self-motivated, customer-focused, detail-oriented, and organized. Retirement Counselors must be able to prioritize competing demands, objectively evaluate options, and work collaboratively as a team to meet critical deadlines. The ideal candidate will be comfortable advising individual employees, briefing group audiences, and discussing sensitive matters. The ability to communicate clearly with discretion is essential. A background in interpreting and applying federal rules and regulations (e.g., creditable service, date setting, separations) is preferred.
Pay, Benefits, & Work Schedule
Salary offers are based on candidates’ education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.
Salary Range: $50,643 – $116,788 (Entry, Full Performance)
Work Schedule: Monday – Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
