Description of Duties: A minimum of six years of direct federal contracting experience demonstrating comprehensive knowledge of both industry and business practices, procurement, contracting policies, methods, cost relationships and options. Experience in the contract preaward process to include, at a minimum: source selection process(es), post-award process, contract administration, and contract pre-closeout. Experience and knowledge of pre-award contract requirements, required contract documentation, the Federal Acquisition Regulation (FAR) clauses and applicability, federal supply service orders, delivery orders and task orders under indefinite delivery/indefinite quantity contracts, along with best practices in contract negotiations. Thorough understanding of the acquisition life-cycle and the ability to make recommendations for contract selection type for new acquisitions. Experience in contract preparation and documentation to include, at a minimum: Statements of Work/Performance Work Statements (SOW/PWS), preparing solicitations, contract modifications, cost/price analysis, supporting procurement documents, Memorandums of Understanding (MOU), Determination Findings (DF), Source Selection Plans (SSP), Quality Assurance Surveillance Plan (QASP), assisting with the development of Independent Government Cost Estimates (IGCE), documentation of contractor performance and/or areas of concern. Ability to effectively communicate both orally and written with internal and external customers to include peers and Government leadership. Ability to proficiently manage high volume of workload.
