Title: Financial Analyst – Division of Emergency Preparedness and Response

$23.43 – $29.42 / Posted Thru: 8-25-23

Location: Remote/Virtual – Must Live in Michigan

Purpose: Provide financial analyst support to the division, including the Public Health Emergency Preparedness and Healthcare Preparedness Sections.

Duties and Responsibilities:

• Review any changes to the language provided by the CDC and ASPR for applicability to the Michigan Preparedness Programs.
• Review and provide guidance with all new language provided by ASPR and/or CDC for applicability to the Michigan Preparedness Program.
• Review and analyze local, regional and tribal budget proposals, advising management as needed.
• Review, analyze, and approval of budgets and amendments within the EGRAMS system.
• Review and approve budget exception reports, consulting with bureau financial specialist as needed.
• Review and approve financial status reports (FSRs), consulting with bureau financial specialist as needed.
• Assist in financial analysis and compilation of expenses for program planning of on-going activities and grant spending management.
• Apply advanced knowledge utilizing state-level financial computer programs and databases (EGRAMs, etc.).
• Identify problems and recommend strategies to address problems that arise with funding and coding of federal/state/regional/local and tribal cooperative agreements and contract documents.
• Complete required risk-based assessments for all sub-recipients, as needed.
• Review and provide recommendations new year budget proposals for all sub-recipients.
• Review and follow-up with financial questionnaires for all sub-recipients.
• Facilitate on-site reviews of audit documents and financial reports for all sub-recipients.
• Draft audit reports for inclusion in sub-recipient files, for review by bureau financial specialist.
• Coordinate with section staff and sub-recipients to assure deliverables have been met and completed.
• Coordinate with section staff working as regional point of contact to assure compliance with deliverables and deadlines for financial reporting.
• Assist managers with preparation of progress reports.
• Maintain records and prepare reports or correspondence related to the work.
• Utilize accountability and compliance requirements of PAHPRA (evidence-based benchmarks, audit requirements, etc.) or other applicable state or federal requirements.
• Sustain and utilize knowledge of current federal grant requirements (e.g., 2 CFR Part 200 and 45 CFR Part 75).
• Perform financial analyst assignments as requested and in coordination with the bureau financial specialist.
• Always represent the best interests of MDHHS and MPHI.
• Other duties as assigned.

Qualifications/Requirements:

Education: Possession of a bachelor’s degree in any major with at least 12 semester (18 term) credits in one or a combination of the following: accounting, finance, or economics.

Experience: Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, contracts, or other financial data, equivalent to a Financial Analyst.

• Able to work efficiently in high stress situations which may occur during a known or suspected medical and/or public health emergency.

• Knowledge of state contracts and purchasing guidelines.
• Experience with State of Michigan contract and financial management systems.

Work Environment and Physical Requirements: Typical office environment. Ability to work at computer, attend meetings and operate within the Community Health Emergency Coordination Center (CHECC) for long periods of time (12 hours or more) in the event of an emergency, training, exercise, or drill. Requires 24/7 availability to work during extended periods of emergency. This position may require traveling throughout the state and hours beyond the normal work week.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: Assists in the development of budgets, execution and monitoring of contracts, processing FSRs, and purchasing in cooperation with Bureau Financial Specialist.
