Location: Remote/VIrtual – Must Live in Michigan

Purpose: Under the direction of the manager of the Operations Section, The Specialist will assist the Tobacco Control Program in 1) Analyzing and interpreting complex federal and state fiscal and programmatic requirements, conducting program expenditure monitoring, and making recommendations to the Tobacco Section managers in developing budgets and budget narratives for federal grants, current grants, and new grants. 2) Act as the financial liaison with MDHHS-Grants and Contracts Office. 3) Act as the financial liaison to contracted agencies in coordination with the contract manager.

Duties and Responsibilities:

• Perform program and fiscal analysis of sub-recipients/grantees’ budgets and work with the Tobacco Manager and /or departmental staff to develop proper budget and management.
• Prepare all Federal and state budgets for the fiscal program year, monitor the budget for any shortage or overage in contracts, and complete amendments as needed.
• In coordination with the Tobacco Manager and unit manager, conduct sub- recipient/grantee program and fiscal monitoring. Work with program staff to assist sub-recipients/grantees in fiscal monitoring allowable spending and technical assistance needed.

• Maintain yearly records of all Grantee Risk scores, monitoring requirements, and necessary site visits to determine the level of monitoring.
• Develop protocols and monitor procedures relevant to program fiscal management areas based on information from various resources gathered from MDHHS and Federal Monitoring guidelines.
• Develop and present presentations to contractors and Staff with the most current fiscal information relative to their agreements.
• Interpret complex rules and regulations and implement plans to coordinate and expedite work projects.
• In consultation with the Tobacco Manager, Grants and Contracts Office, and other Department staff as appropriate, prepare federal award Close-Out document(s).
• Conduct routine reviews of Financial Status Reports to track and monitor expenditures for compliance with state and federal requirements. Notify the respective contract manager or Tobacco Section Manager if expenses are out of compliance.
• Act as a financial liaison to the MDHHS-Grants and Contracts Office to ensure accurate and timely information submission. Keep Tobacco Program staff informed of Department policies and procedures.
• Perform account analysis and reconciliation of program budgets.
• Assist in researching, preparing, and verifying a variety of financial data to provide information, strategies, and recommendations on accounts to the Tobacco Manager
• Act as a liaison with staff to advise, educate, and troubleshoot in the areas of accounts payable, employee expense reimbursement/advances, and subcontractor payments to ensure quality assurance and compliance with grants agreements and project budgets. Provide staff training as requested.
• Utilize SIGMA financial and business intelligence to complete financial projections, contract status, and expenditures to ensure fiscal oversight.
• Maintain proficiency in Microsoft Excel, Word, and the State of Michigan E-Grams and SIGMA software program.
• Assess technical assistance needs relative to fiscal operations and recommend to the Tobacco Manager.
• Work on Special Projects assigned by MDHHS Management.
• Attend Section, Division, and Department meetings as needed.
• Maintain a positive, strong, credible, professional, and interpersonal relationship with all parties relevant to MPHI projects and always represents the best interest of MPHI.
• All other duties as assigned.

Qualifications/Requirements:

Education: An associate degree in business/finance or an equivalent combination of education and work experience. A bachelor’s degree is preferred.

Experience: At least 3 years related experience in contracts, budget compliance, record keeping, financial report preparation, federal grant requirements, or an equivalent combination of education and experience. E-GRAMS software experience preferred.

Work Environment and Physical Requirements: The job may require moderate physical effort, including lifting materials and equipment of less than 50 lbs., and involves viewing a CRT or VDT screen 25% to 75% of the time. Standard office environment. May require valid vehicle operator’s license where needed to perform duties of the position.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This person is a key member of the MDHHS Tobacco Program and is responsible for an efficient flow of financial services for the Tobacco Manager. This person also ensures that the needs of staff and clients are met in a timely manner, maintains professional relationships, and enhances potential future contracts with clients.
