Title: Analyst – Healthcare Preparedness

$27.18 – $28.71 / Posted Thru: 5-8-23

Location: Hybrid – 1-2 Office Days Required Per Week

Purpose: Assist the Division of Emergency Preparedness and Response, Hospital Preparedness Program (HPP) in the assessment, evaluation, planning, development, and implementation of the Healthcare and Public Health Emergency Preparedness Programs (PHEP). This includes activities associated with implementing the Department of Health and Human Services (HHS) Administration of Strategic Preparedness and Response (ASPR) Hospital Preparedness Program Cooperative Agreement.

Duties and Responsibilities:

• Serve as the emergency preparedness point of contact to external partners (providers and suppliers of Centers for Medicaid and Medicare Services (CMS) 17 disciplines required to establish and maintain an emergency preparedness and response plan as a CMS Condition of Participation. This includes assisting the 8 Regional Healthcare Coalitions specific to the CMS requirements.
• Create, coordinate, and provide consultation to the 8 Healthcare Coalition Regional Leadership team members related to program priorities, work plan deliverables, and special projects.
• Contribute to local, regional, and state initiatives to address a variety of emergencies that include chemical, biological, radiological, nuclear, or explosive (CBRNE), trauma, burn, pediatrics, or highly infectious disease outbreaks.
• Serve as the primary point of contact for emergency preparedness statewide pharmaceutical caches established with cooperative agreement funding. Design and implement methods for program review of the Michigan Emergency Drug Delivery and Resource Utilization Network (MEDDRUN), 8 Regional Healthcare Coalition cache programs, and the Michigan Emergency Preparedness Pharmaceutical Plan (MEPPP).
• Ensure the needs of Michigan’s at-risk and vulnerable populations, including but not limited to pediatrics, geriatric, etc. are integrated into all preparedness and response activities.
• Perform highly technical and complex data research, collection, and analyses, including the development and implementation of surveys to support the HPP and PHEP Cooperative Agreements. This research will allow this position to monitor the need for and facilitate the development of education as it relates to healthcare preparedness. This education will also include topics required for cooperative agreement deliverables.
• Coordinate meetings, conference planning, appointments and trainings as needed.
• Develop work plans, track activities for timely completion, and participate in writing and editing cooperative agreement progress reports, end of year and application information for federal cooperative agreements.

• Facilitate and/or participate in Bureau of Emergency Preparedness, EMS, and System of Care sponsored/co-sponsored emergency preparedness conferences/workshops (i.e., Great Lakes Homeland Security Conference, etc.).
• Maintain a thorough knowledge of the public health and healthcare preparedness educational materials and requirements as mandated by the applicable federal cooperative agreements.

• Research federal, state, local/regional initiatives, issues, and activities associated with implementation of public health and healthcare emergency preparedness protocols.

• Serve as a liaison and resource to Bureau staff and external partners specific to program responsibilities.
• Serve as a member of the Michigan Department of Health and Human Services (MDHHS) Public Health Emergency Response Team, requiring 24/7/365 availability.

• Assist the Healthcare Preparedness Unit and Section Managers as needed.
• Interpret and maintain sensitive and/or confidential information as appropriate.
• Always represent the best interests of MDHHS and MPHI.
• Other duties as assigned.

Qualifications/Requirements:

Education: Possession of a bachelor’s degree required, degrees in nursing or a health-related field preferred.

Experience: 3 years minimum of professional experience in healthcare, and/or emergency preparedness.

• Able to work efficiently in high stress situations which may occur during a known or suspected medical and/or public health emergency.
• Proficient in Microsoft Office applications and familiarity with email/internet browsers.

Work Environment and Physical Requirements: Possible occupational exposure to smallpox virus, or other bioterrorism agents, potential exposure to hazardous odors, fumes, fire, chemicals, biological, contaminated soil and/or water during emergency situations. Ability to work at computer, attend meetings and operate within the Community Health Emergency Coordination Center (CHECC) for long periods of time (12 hours or more) in the event of an emergency, training, exercise, or drill. Requires 24/7 availability to work during extended periods of emergency. This position may require traveling throughout the state and hours beyond the normal work week.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: The person in this position will work cooperatively with the Hospital Preparedness Program Unit Manager, Section Manager and ASPR staff, as well as assisting with other miscellaneous Bureau tasks as requested. This person will always represent the best interests of the agency.
