The Kennebunk, Kennebunkport and Wells Water District, whose administrative, business and technical services office is located at 92 Main Street in Kennebunk, Maine, is recruiting to fill the newly-created position of Human Resource Manager.
The District is a quasi-municipal, premier public water utility, that was created by an act of the Maine Legislature in 1921 and is governed by an elected four-member Board of Trustees with 41 full-time equivalent employees.
The new Human Resource Director is an exempt salaried position that reports to the Superintendent
GENERAL PURPOSE:
The Human Resources Director performs a variety of complex administrative, technical and professional work in directing and supervising the personnel systems of the organization, including position classification and compensation, employee benefits administration, compliance with state and federal regulations, employee recruitment and selection, employee development and safety compliance.
The HR Director provides management direction of all human resource activities. This position necessarily implies a confidential relationship with the Superintendent, District Officers, Department Managers, Supervisors and employees.
The HR Director serves as the Chair of the District’s Safety Committee and as staff liaison to other committees and coordinates special projects as assigned. The HR Manager serves as an advisor to the Superintendent and must be capable of assuming additional administrative responsibilities as may be assigned.
SUPERVISION RECEIVED:
The HR Director works under the general supervision of the Superintendent and exercises considerable independent judgment based upon knowledge of processes and procedures.
SUPERVISION EXERCISED:
HR Director currently has no supervisory responsibility but may be asked to supervise other staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (Illustrative examples; not intended to be all-inclusive)
MINIMUM JOB QUALIFICATIONS:
Education and Experience-
(A) Bachelor’s degree in business administration or an advanced degree in human resources, public administration or related field,
(B) Professional human resources certification (i.e., SHRM, PHR),
(C) Experience working in a municipal/quasi-municipal HR Department preferable,
(D) A minimum of seven (7) years of human resources-related experience, including at least three (3) years of experience performing senior management or executive-level responsibilities; or
(E) Any equivalent combination of training and progressively responsible experience that meets the knowledge, skills and abilities of this position may be considered.
Knowledge, Skills and Abilities-
· Considerable knowledge of modern policies and practices of public personnel administration; thorough knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations; working knowledge of risk management and safety practices.
· Skill in preparing and administering municipal budgets; skill in planning, directing and administering personnel programs and systems; skill in operating the listed tools and equipment.
· Demonstrated ability to execute tasks quickly, effectively, and consistently.
· Demonstrated interpersonal and communication skills, both verbal and written.
· Ability to present information to a wide-ranging audience including elected officials, upper management, supervisors, and employees.
· Excellent analytical skills and the ability to interpret data, identify trends, and recommend multiple solutions.
· Skill in employee relations, change management, and conflict management.
· Skill in building, linking, and implementing programs and processes to business strategy.
· Ability to function independently, with minimal supervision, and thrive within a fast-paced and sometimes ambiguous environment.
· Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships at all levels within the District, municipal leaders within the District’s service territory, District customers and the general public; ability to efficiently and effectively administer a human resource system.
· Ability to manage multiple priorities and operate under long periods of medium to high stress.
PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job.
Position requires the ability to work in an office setting. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. Must be able to lift 25 pounds. The position may require occasional in-state, out-of-state and overnight travel.
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting and training rooms, use of safe work practices with office equipment, avoidance of trips and falls, etc. The work area is adequately lighted, heated, and ventilated.
