ON-CALL Lead National Level Exercise Planner
ICF is seeking an experienced a Lead National Level Exercise Planner to support our Emergency Management team based in the National Capital Region (NCR). This position is responsible for providing program management and subject-matter expertise on exercise programs spanning the U.S. Department of Homeland Security (DHS), other federal agencies, as well as providing tailored, exercise-related assistance to emergency management agencies across state, local, tribal, and territorial governments.
The individual in this position shall have a minimum of 10 years of practitioner experience in the exercise field, including with federal, state, local territorial and tribal partners. Exercise Practitioner is defined as an individual who performs duties and roles consistent with precepts set forth in the Homeland Security Exercise and Evaluation Program (HSEEP) doctrine. An exercise practitioner has a shared responsibility between exercise project management outlined in HSEEP and performing exercise duties and assuming exercise conduct roles as necessary.
Required qualifications:
Bachelors degree
15+ years of experience in project and program management at the federal level
U.S. Citizenship required (required by federal government for position)
Additional skills required:
Experience designing, planning and facilitating emergency management exercises at the federal and state levels
Prior experience supporting National Level Exercises (NLEs)
FEMA Master Exercise Practitioner Program (MEPP) certification or HSEEP training expertise
Preferred qualifications:
Active Security Clearance
PMP certification
Experience facilitating Senior-level federal interagency workshops, planning meetings, or exercises
Recent experience with DHS exercise programs, lessons learned analyses, and continuous improvement planning

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is :
$110,037.00 – $187,064.00
