Position Summary
The Director of Benefits and
Compensation is responsible for administration, implementation and communication of HCCC’s employee benefits programs and the
day-to-day oversight of the Employee Classification and Compensation System. The position serves as the certifying officer to State benefits
agencies and private insurance carriers. This includes handling the new hire orientation to benefits, day-to-day operations of group
benefits programs (group health, dental, vision, short-term and long-term disability, worker’s compensation, flexible spending plan,
pension and retirement plan). The Director provides excellent customer service and oversight of quality benefits plans and compensation
packages, investigates new benefits programs and market salaries and trends, improves existing programs, handles benefits administration,
and provides analytical and technical support in the delivery of the benefits and compensation programs.

Summary of Duties
Essential Responsibilities
Research and
Development
· Research employee benefits plans, total compensation programs, and vendors to identify those that present
the best value. Recommend and implement benefits and compensation programs. Serve as primary contact for plan vendors and third-party
administrators.
· Assist in the management of the benefits plan renewal process.
· Guide employees and managers
on appropriate salary grade and salary placement, position classification, reclassification and other related requests.
·
Leverage vendor relationships for participation in wellness events, open enrollment, etc.
· Collect experience data from
available resources. Examine possible plan design or benefit cost changes.
Administration
· Conduct new hire
benefit and compensation program orientations. Conduct benefits workshops, informational sessions and programs of wellness for
employees.
· Assist with the College’s classification and compensation structures in accordance with market research,
approved guidelines, contracts, handbooks and laws.
· Prepare reports, analyses and salary surveys as assigned.
· Assist in ensuring compliance with wage/hour, EEO, Fair Labor Standards Act, NJ First Act, Fair Credit Reporting Act; Pay
Equity Act; and other state and federal regulations; address related complaints and provide resolution assistance.
· Assist
with the administration of the position classification program and with the development and preparation of accurate position descriptions;
conduct position audits; ensure position description standardization as appropriate.
· Coordinate transfer of data to external
contacts for services, premiums and plan administration. Work effectively to make sure the plans run smoothly. Investigate discrepancies and
provide information in non-routine situations. Evaluate and revise internal processes to reduce costs and increase efficiency.
· Document and maintain administrative procedures for assigned benefits processes.
· Ensure compliance with
applicable government regulations. Ensure timeliness and accuracy of required filings.
· Organize implementation of total
compensation statement.
· Coordinate daily benefits processing and benefits deductions.
· Handle enrollments,
COBRA, terminations, changes, beneficiaries, disability.
· Oversee maintenance of employee benefits files and updating of
employee payroll records.
· Gather employee data and reconcile the processing of monthly billings.
· Provide
customer service support to prospective and current employees. Assist employees with documentation needed for retirement, loans, accessing
or changing benefits.
· Develop communication tools to enhance understanding of the company’s benefits package, EAP, and
employee discounts offered.
· Design and distribute materials for benefits and compensation orientations, workshops,
open-enrollment and summary plan descriptions. Create and conduct presentations using audiovisual tools, including PowerPoint and
videos.
· Provide cross training and support.
Perform other duties as may be assigned.
Qualifications
Bachelor’s degree in Human Resources or a related field and three (3) years of
employee benefits administration experience. Experience administering New Jersey State School Employees medical and pension benefits a
plus.

Ability to understand, evaluate and make judgment on the proposals (RFPs) of new benefits.
5. Knowledge of benefits contract
language. Knowledge of all pertinent federal and state regulations; knowledge of filing and compliance requirements, both adopted and
pending, affecting employee benefits programs, including ERISA, COBRA, FMLA, NJFMLA, ADA, workers’ compensation, ACA, Medicare, COBRA,
Social Security and DOL requirements.
6. Excellent communication and organizational skills.

1. SHRM-CP and/or CEBS professional designations.

Hudson County Community College has three campuses. The largest campus is located at the heart of Jersey City’s
