This position is located in the Department of Employment Services, Office of Human Resources. The incumbent works with a high degree of independence under the general direction of the Human Resources Manager. The incumbent is expected to exercise a high degree of responsibility in carrying out important personnel issues, policies and procedures.
We are looking for a Lead Human Resources Specialist (Employee/Labor Relations) with strong organizational and employment relations skills and who will bring passion for the mission, team, and continuous improvement to their work. This Lead Human Resources Specialist will be part of a team responsible for the full range of employee and labor relations to include but not limited to ADA, FMLA, EEO, and Investigations.
Duties and Responsibilities
The Lead HR Specialist on the ELR team will be responsible for a variety of HR related tasks and projects such as responding, in writing or verbally, to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies. They will attend meetings and participate, as needed, by making presentations and providing background information; and identify, analyze and evaluate problems in an effort to improve organizational structure, which includes developing and presenting recommendations and options to avoid or resolve problems. The Lead HR specialist will also participate in studies of DOES to determine immediate and long-range needs and advise on approaches to improve overall effectiveness.
Additionally, the Lead HR Specialist will monitor, and report status of work assignments and reviews completed work to see that the supervisor’s instructions on work priorities, methods, and deadlines have been met. Provides clarity regarding specific District Personnel Manual (DPM) and its associated impact to the agency. Provides guidance and assistance to DOES staff on various personnel issues. Other responsibilities will include developing, analyzing and evaluating administrative procedures, functions, controls and systems for DOES, researching, interpreting, and applying various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters and administrative issues/problems.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirement.
Bachelor’s degree in a related field highly desired.

Work is normally performed in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Salary: $89,457 – $115,262; based on available funding
Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.
Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
