Eastern Washington University is currently seeking a Director of Civil Rights and Accessibility.
The Civil Rights & Compliance Office is committed to fostering an inclusive campus environment free from discrimination, harassment, and sexual misconduct. In support of this mission, we are seeking a candidate driven to utilize a highly consultative, inclusive, and collaborative approach to advancing EWU’s mission to expand opportunities for personal transformation through excellence in learning. The ability to work with people in times of stress and trauma, while maintaining objectivity and confidentiality, is essential. The Director of Civil Rights Investigations & Access reports directly to the Associate Vice President for Civil Rights, Compliance & Enterprise Risk Management and Title IX Coordinator. The Director will work closely with the AVP to ensure compliance with relevant federal and state laws and university policy.

Civil Rights Investigations:
· The primary responsibility of the Director is to conduct prompt, thorough, and impartial investigations into reports of harassment, discrimination, sexual misconduct, and retaliation against faculty, staff, and students at EWU. This includes evaluating complaints, developing an investigative plan, collecting information in an efficient and trauma-informed manner, composing a clear final report detailing the information obtained, and applying logical reasoning to make findings of fact in accordance with EWU’s investigative guidelines.· Assess allegations to determine whether interim measures are required and, if so, work with university and local resources to facilitate accommodations, interim measures, and supportive measures, as appropriate, for participants in the complaint process.· Establish and maintain confidential investigative files consistent with Washington State Public Records, Records Retention, and E-Discovery laws and regulations.· Facilitate informal resolution to help prevent behaviors from reoccurring and to bridge the gap between intention and impact.· Work with the Associate Vice President to help support the development and delivery of education and prevention programs and work collaboratively with campus partners to promote EWU’s commitment to nondiscrimination.· Testify at internal and external hearings about investigations completed by the Director. This includes student conduct hearings and employment hearings.· As time permits, attend campus events focused on issues of discrimination and/or diversity, equity, and inclusion to build trust with campus constituents.

· Conduct investigations into complaints against employees into alleged violations of university policies such as bullying and ethics concerns in accordance with EWU’s investigative guidelines.· Work collaboratively with EWU’s investigative team to develop and implement responses into concerns about employee workplace behavior.

ADA/Section 504 Coordinator:
· Provide institutional support to Student Accommodations and Support Services and Human Resources as those offices work to provide accommodations to individual students and employees.· Serve as the ADA/Section 504 Coordinator. The ADA/Section 504 Coordinator is the primary point of contact for all issues related to compliance with the ADA on campus. In addition, the Coordinator:o Monitors and reports on ADA compliance issues;o Investigates failure to accommodate and disability discrimination complaints;o Works with Facilities on accessibility issues;o Provides advice and consultation to the university community regarding ADA requirements; and,
o Provides assistance, as needed, in coordinating efforts to address ADA requirements.

· Lead the development and implementation of an annual recruitment and retention plan, in collaboration with Human Resources and the Vice President for Diversity and Inclusion, that includes affirmative action goals, growth areas in specific job categories, an internal communication strategy, retention plan, and implementation steps.· Prepare affirmative action plans, policies and reports in accordance with federal and state agencies; prepare reports as requested by the President; review and approve recruitment documents to ensure compliance with affirmative action policies and plans; and provide certification of hiring pools during the employee recruitment and hiring process.· Represent the university on any internal or external committees pertaining to affirmative action and increasing EWU’s recruitment of employees from historically underrepresented groups.· Assist Procurement & Contracts in supplier diversity initiatives to increase the participation of small, diverse, and veteran-owned businesses.
