Job Duties:
This is a high-level, administrative, supervisory or managerial law enforcement position at a University campus or other State facility. With full powers of arrest, employees enforce the laws of the State and the United States Government. Employees have law enforcement authority ranging from traffic control to criminal investigations within a specific geographic jurisdiction associated with State property. Work involves high-level, strategic and daily supervision and/or management of a unit or division of officers and functions or other departmental personnel in their responses to routine calls, emergencies, and other law enforcement services provided. Employees evaluate appropriateness of officer responses; designate assignments; direct needed resources; and interpret laws, ordinances, and department policies and procedures. Duties may include orientation and training of officers, inspections of officers and/or other departmental personnel on a shift or team, conducting pre-shift briefings, conducting broader, regularly scheduled reviews of their respective divisions, review of all reports and investigations accomplished during a shift, activity coordination, discipline and internal investigations, conducting performances reviews, personnel and task assignments, providing input concerning operational planning, researching and contributing to the development of agency policies and procedures, drafting and presenting documents, plans, or other operational matters, and other activities as directed by this person’s supervisor.
Ensures that respective personnel are uniformed, equipped, briefed, and trained to accomplish their responsibilities. Acts as the Watch Commander in the absence of the patrol lieutenant. Acts as the officer-in-charge (OIC) in the absence of the chief and deputy chief of police. Attends various meetings with University personnel concerning law enforcement matters or as otherwise requested by the Chief or Deputy Chief of Police. Monitors and evaluates officers’ abilities to adequately prepare for court testimony and case preparation. This will be accomplished through feedback from the District Attorney’s office and other courtroom personnel or by direct courtroom observation. Assists in developing written procedures in coordination with the administrative staff to ensure operation efficiency and perform other functions as assigned. Conducts regular meetings with supervisors and officers to insure operational efficiency. This includes regular staff meetings, as well as, one-on-one meetings, to include coaching, counseling, and discipline-related meetings.
Maintains a high standard of professionalism of assigned personnel. Ensures policies and procedures are followed as mandated by University, State, and CALEA regulations. Ensures that unit and division functions are appropriately accomplished. Represents the Police Department at various law enforcement meetings at the state and local level.
Extra Event Staffing: Participates in large scale events as assigned, including those scheduled outside the assigned work schedule, such as large athletic events and commencement ceremonies, or other events that arise which warrant higher-level supervisory participation or coordination. Holds pre-event briefings, post-event debriefings, and critiques for all large-scale activities or other events or activities that require such briefings. This position will supervise or aid in the coordination of the scheduling of personnel for special event coverage by the designated Special Events Coordinator for mandatory events. This requires this person to work closely with the Special Events Coordinator to ensure that appropriate staffing is maintained. These extra events include athletic events, concerts, functions at various campus buildings, dances, graduations, convocations, holiday events, student move-in, and other special assignments that arise. This employee will need to work closely with other supervisors and administrators to ensure fairness and equity, and adherence to the rules of working extra events by officers.
Other Duties: Position will be responsible for the completion of any special projects or other duties assigned by the Chief and Deputy Chief. Duties may include other additional functions appropriate to the position.
Maintains employee records in a manner to substantiate performance evaluations, disciplinary and other personnel decisions. This is done by holding regular meetings with subordinates and subordinate supervisors. It is imperative that documentation of the performance be completed on a continuing basis through the use of written reports and personnel actions. This includes daily observation and correction of employee work product. Employee performance is reviewed with the employee on a continuing basis, documenting strengths and weaknesses. Evaluates subordinates’ job performance in accordance with the State and ECU Personnel Policy, agency policies, and other applicable salary plans and ensures that records are kept in accordance with policies. Position is accountable for providing career development guidelines and consistent use of Pay Factors in making compensation decisions and recommendations for advancement within the appropriate and designated salary program. Develops Division and Departmental goals and ensures that subordinates are familiar with these goals. Assigns and updates work schedules as required for their respective division and units. The employee must know or anticipate the needs of the University in order to make assignments for events and activities.
Ensures all reports and correspondence submitted by the Field Operations Division are complete and accurate by reviewing all police reports, daily activity reports, accident reports, and other documentation for final approval. This includes meeting with the appropriate person to make necessary corrections. It also includes dissemination of records and ensuring all procedures are in compliance with the law. Persons in this position will also review the work of the subordinates for accuracy, consistency, and overall job performance. Ensures other departments and key administrators within the University are provided with complete and accurate information concerning incidents related to the respective divisions. This includes making contact after working hours when needed to provide information regarding serious incidents on campus. Informs the Chief and Deputy Chief of daily events that occur on and off campus according to departmental policy.

Minimum Education/Experience:
A minimum of a bachelor’s degree or greater and 7 years of sworn law enforcement officer experience or an associate’s degree and 9 years of sworn law enforcement officer experience. At least 3 years of the experience must have been in a supervisory role equivalent to a Police Sergeant or greater. Certification from NC CJETSC as a commissioned police officer or certification eligible for out of state lateral hires.
