One of the most highly regarded community colleges in the State University of New York system, DCC is located on 130 acres in the Town of Poughkeepsie, in the scenic and historic mid-Hudson Valley. It is one of the largest employers in Dutchess County, with almost 1,000 full- and part-time employees.
Founded in 1957, DCC serves as the community college for Dutchess County and draws students from the surrounding areas and beyond. Other operations under the DCC umbrella include a community outreach center in the City of Poughkeepsie and an extension site soon to open in the Town of Fishkill. At present, campus-based student enrollment of over 5,000 is comprised of primarily traditional-age commuter students, a few hundred residential students and a developing sector of post-traditional students.
The DCC main campus is situated on a hill and is sprawling and picturesque. Impressive landscaping and a $2.6 million collection of artwork – including large-scale outdoor sculptures – create an enriching environment for students, faculty, staff and visitors. Eleven principal buildings comprise the College facilities. The most recent addition to the campus is Conklin Hall, a 465-bed, suite-style residence hall located at the north end of campus. Other buildings on campus include halls for classrooms and laboratories, state of the art science, mathematics and art classrooms, administrative offices, cafeteria, athletics, library, a student service center, a center for business and industry, and a day care center.
The Opportunity: Chief of Campus Safety and Security
Under the direction of the Vice President of Administration, the Chief of Campus Safety and Security will lead the development and implementation of a comprehensive program in public safety, including both peace officers and campus guards, that serves and protects students, employees and visitors by providing a safe and secure environment. The successful candidate will work to create policy and procedures in accordance with a peace officer and community policing model that enhances a diverse, inclusive and welcoming college environment. This position works in collaboration with campus leaders and community law enforcement partners to ensure policy application to higher education principles with a focus on a holistic approach to public safety, student success, wellness, and respect for diversity.
The Chief of Campus Safety and Security works closely with DCC students, faculty, staff, administration and the local police and law enforcement community to direct and administer the overall public safety program and initiatives across all of the DCC arenas. The Chief provides leadership, management and direct oversight to the College’s entire security force, and is responsible for threat management, emergency management, campus investigations, dispatch and parking services,. The Chief directs and oversees the operations and strategic planning of all relevant functions pertaining to security services, student outreach programs and security and law enforcement policies.

DISTINGUISHING FEATURES OF THE CLASS
This is a sworn Peace Officer twelve month management and technical position involving responsibility for planning, organizing, coordinating, directing, and enforcing the campus safety program of Dutchess Community College (DCC). Supervision is exercised over campus peace officers, campus guards, contracted police and security services, and other assigned subordinate personnel in multiple DCC sites. The work is performed in accordance with New York State Penal and Traffic Laws, governmental regulations, College rules, and by developing and implementing procedures, guidelines, and policies consistent with a community oriented policing philosophy. Incumbents will seek departmental and personal connections and partnerships to address both safety and community relations.
The Chief serves as a member of the professional staff within the College administration Employees in this position may be required to work day, evening, night, holiday and weekend hours.
DUTIES AND RESPONSIBILITIES:
Full Performance of the Position
Qualify as a Campus Peace Officer, according to the standards set forth by New York State Department of Criminal Justice Services (DCJS). Thorough knowledge of the principles and practices of operating a campus safety program, with the ability to obtain knowledge regarding, Jeanne Clery Act compliance, Title IX, and FERPA as well as other Department of Education rules and regulations and SUNY guidelines, pertinent O.S.H.A. regulations, National Fire Prevention Act, familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS), and other safety and security regulations as applicable; ability to develop and carry out a comprehensive safety program; management and supervisory ability; ability to establish and maintain effective working relationships with others; ability to communicate effectively both orally and in writing; ability to work independently; ability to organize workload effectively; possess good judgment and self-initiative, and the ability to react to emerging safety concerns. Possess demonstrated technical literacy regarding database management and proficiency with various software programs including but not limited to; Microsoft Word, Excel, PowerPoint, Access and Outlook. Ability to work in a diverse multicultural academic setting.
