Summary
The Manager of Data Capabilities will work in areas required for the good day-to-day management of data at Daiichi Sankyo including: the stewardship organization, the data cataloguing, data quality, lineage capabilities and the data governance processes surrounding these capabilities, the stewardship organization, and the data governance program in general. This role will help support the overall data governance effort by providing guidance across the organization including advocating for good data governance, data identification, description and organization and data quality to enable business outcomes. This role will consist of these components including: •Expand our data capabilities roadmap and data cataloging and lineage capabilities. This includes: oFacilitating the creation of a roadmap to take our organizations current fragmented approach and coordinating it into an integrated whole oCreating and executing the processes around registering, updating, managing lineage and adding context metadata in a structured fashion •Assist in Data Quality initiatives This role will be expected to work collaboratively with many stakeholders in the data area including functional representatives, corporate representative, IT, privacy, legal, compliance, IT security, etc.
Responsibilities
– Expand our data capabilities by establishing a clear roadmap to collect and direct our current fragmented capabilities and then creating an executing on key capabilities such as data catalog, data quality, lineage, and metadata capabilities.
– Collaborate with an extensive cross functional team including business stakeholders from multiple functions, domain experts in privacy, security, and compliance and technology and IT owners from the digital transformation unit, IT, data architects and digital technology teams to support data stewardship and governance processes, data cataloging and lineage, data standards and mastering, data compliance, quality, and data management.
– Create consistent processes and associated guidance documents across all these areas (stewardship, data cataloging and the data governance program in general) to have clear accountabilities and next steps for data identification, management, and usage across our organization.
– Support the creation of automated, scalable approaches for data quality issue identification, support mitigation, the development and implementation of data quality standards and data protection standards, processes, and procedures within the organization.
– Partner with business and technology stakeholders to resolve data conflicts and process issue and oversee the implementation and documentation of the appropriate governance structure to prescribe data handling, protection, and user provisioning controls; deploy, configure, and operate metadata and catalog tools ensuring that systems meet stability, performance, and capacity requirements.
– Identify, assess, monitor, document, and communicate potential quality issues in the way data is collected, stored, processed, or used as part of data capability enablement.

Education Qualifications (from an accredited college or university)
– Bachelor’s Degree Bachelor’s Degree in Computer Science or a related field from an accredited college or university required
– Master’s Degree Master’s degree in a related field preferred
Experience Qualifications
– 4 or More Years At least 4 years of previous experience with a data governance program, data stewardship program or similar intent data management program focused on setting standards, policies and guidelines for active governance of organizational data ideally around the R&D Pharmaceutical or Healthcare industry required. required
– 4 or More Years Experience with data capabilities such as modern data catalogs, metadata managers and lineage capabilities. preferred
– 4 or More Years Experience with processes and guidance document creation, management and execution preferred
– 4 or More Years Experience in life sciences, pharma or informatics industry working with Pharmaceutical R&D data across the organization including corporate entities such as financial, HR, etc. and some functional related R&D or Commercial type data. preferred
– 1 or More Years Understanding of principles, practices, theories, and/or methodologies associated with the professional disciplines, as outlined in Data Management Body of Knowledge (DMBOK2) preferred
– 1 or More Years Excellent communications skills (written, verbal) to express complex points to a variety of stakeholders and drive change through persuasion but not organizational power preferred
– 1 or More Years Familiarity with and understanding of key industry best practices as well as legislative, regulatory and industry artifacts / frameworks, such as, the following: 21 CRF • 11: Electronic Records, Electronic Signatures, 21 CFR • 312.32: IND Safety Reports, FDA Guidance for Clinical Investigators, Sponsors, and IRBs – Adverse Event Reporting to IRBs – Improving Human Subject Protection (January 2009),FDA Guidance for Industry and Investigators – Safety-Reporting Requirements for INDs and BA/BE Studies (December 2012), Japan Ministry of Health, Labor and Welfare artifacts o Security and protection of organizational data assets o Access Control leveraging administrative controls of data access rights for cross-functional users o Data Enrichment services, including data standardization, natural language processing and Data Quality operations that standardize data definitions, implements quality rules, and aligns with quality management system preferred
– 1 or More Years Some hands-on experience with contemporary data governance platforms/technologies like Collibra, Informatica DG, Alation, Erwin DG, DATUM, Infogix etc. preferred
– 1 or More Years Strong hands-on data manipulation skills through excellent Excel, SQL or data preparation tools like Alteryx and other data quality tools. preferred
