Position Summary

The Senior Immunization Technical Advisor will primarily support the Office of Maternal and Child Health and Nutrition, Child Health, and Immunization Division as a Credence Institutional Support Contractor (ISC).

The United States Agency for International Development (USAID)’s Bureau for Global Health (GH) serves as the agency’s primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV and AIDS, infectious diseases, child and maternal health and nutrition, family planning and reproductive health, and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries.

The MCHN Office serves as the Agency’s technical and policy lead on maternal and newborn health; child survival; immunization; nutrition; and environmental health, with a focus on preventing child and maternal deaths. Cross-cutting activities managed by the Office in support of this goal address private sector partnerships, social and behavior change communication, multilateral partnerships, gender, research, and monitoring and evaluation. The Child Health and Immunization Division (CHI) provides technical and policy leadership, addressing the leading killers of children in the post-neonatal period. This includes treatment of pneumonia, diarrhea, and other major contributors to death, vaccine-preventable diseases, as well as emerging issues.

The world has witnessed an extraordinary 70 percent decline in child mortality over the last 50 years, and a reduction in the burden of child deaths from nearly 12 million in 1990 to 5.2 million in 2019. Maternal deaths are also falling and declines in maternal mortality are currently averaging five percent per year. The COVID-19 pandemic has, however, widened immunity gaps. In 2021, there were 25 million underimmunized children. In 2022, there are increases in vaccine preventable disease outbreaks such as measles, compared to the same period in2021, and there are indications that the disruptions in essential services still persist in 2023 to some extent. Significant work remains in order to increase coverage of high-impact interventions, strengthen the health systems that support these interventions, and address equity gaps that are bottlenecks to ending preventable child and maternal deaths. The COVID-19 pandemic has resulted in an excess mortality of millions of people and disrupted access to essential services including immunization and put tens of millions at risk of contracting vaccine preventable diseases. Efforts to develop, equitably distribute and deliver COVID-19 vaccines are a top priority globally.

The Senior Immunization Technical Advisor will provide technical, policy and programmatic support in routine immunization strengthening and recovery, accelerated disease control and response; and support COVID-19 vaccine rollout and integration with routine immunization. The work will broadly support achievement of the Immunization Agenda 2030 (IA2030) targets, support use of data, innovation and epidemiological analysis in improving COVID-19 vaccine rollout and integration with immunization.

Technical Resource for Immunization (COVID-19 and Beyond) (35%)

• Collaborate with the immunization team members to develop and implement strategies to improve USAID support for COVID-19 vaccination, routine immunization including catch up and recovery, disease control and contribute to global goals of IA2030, Gavi 5.0 and the Global Polio Eradication Initiative (GPEI).
• Participate in interagency, domestic, and global meetings, consultations, working groups, and negotiations related to routine immunization and COVID-19 vaccine technical assistance.

• Prepare briefers or other documents to summarize progress in COVID-19 immunization and its integration into primary health care; conduct regular data review and trend analysis for USG focal countries; contribute to advance global priorities including COVID-19 vaccination.
• Provide state of the art technical guidance and assistance through established Global Health Bureau communication channels with Missions that includes summaries of new policies and new information on COVID-19 vaccination evidence, recommendations and products, including clinical information, promoting gender equity, service delivery, reaching priority populations, integration of COVID-19 vaccination with essential health care, human resource planning, microplanning, and data systems for vaccination etc.;
• Prepare and present technical presentations at regional USAID health officers’ meetings and workshops as appropriate; and
• Monitor and analyze equity trends and issues related to COVID-19 vaccination and apply these analyses to global, regional, and country level programs supported by USAID.

Support to Country Programs (40%)

• Work closely with members of the Immunization Team to support USAID Missions and their vaccine access and delivery programming for improved immunization outcomes, including COVID-19.
• Provide state-of-the-art technical and program expertise, assistance and support to the GH Bureau, regional bureaus and USAID field Missions in the development and evaluation of immunization-related strategies, programs, and policies, including recovery of immunization programs, on COVID-19 vaccine rollout and integration.
• Provide technical assistance and support to effectively monitor, evaluate and analyze USAID immunization program progress; participating in country-level activities as required; and

• Facilitate the gathering and analysis of COVID-19 immunization data for reporting and improving program design and monitoring.
• Provide remote and in-country technical assistance as required.

Program Management Support (25%)

• The Sr. Immunization Technical Advisor will provide GH central mechanisms, as well as Mission bilateral mechanisms as requested, with state of the art technical and programmatic expertise.
• Upon request of a Contract/Agreement Officer’s Representatives (C/AORs), serve to advance project management of USAID’s COVID-19 immunization programming, as well as immunization-related research and evaluation activities.
• Review Scopes of work for activities related to COVID-19 vaccine demand and acceptance.
• Provide support for program development and review of partner work plans and products.
• Assist in monitoring the project(s)’ technical performance; and
• Support site visits to monitor the COVID-19 immunization field activities, as needed.

• Master’s degree and a minimum of 10 years of relevant experience, or bachelor’s degree with 12 years, associate degree and 14 years relevant experience OR High School graduate and 16 years with education in the field of global public health or related field.

• Minimum 3 years direct experience managing or advising routine immunization programs
• Demonstrated knowledge of COVID-19 vaccination efforts and routine immunization systems strengthening best practices; knowledge of IA2030, Gavi 5.0 and familiarity with global immunization policies and strategies
• Experience in evaluation design and iterative learning, using data and predictive analysis for design, performance monitoring and decision making
• Prior experience working in countries is an advantage
• International immunization experience required

• Knowledge of disease control initiatives (e.g., polio, measles, tetanus)
• Understanding of health systems in LMICs.
• Excellent interpersonal and team skills–demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants
• Ability to work independently, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality
• Excellent written and oral communication and computer skills

• Fluent spoken and written English; fluency in French or Portuguese preferred
• Willingness to travel up to 20 % of the time
• US citizenship or permanent residency with the ability to obtain and maintain a Facility Access Clearance.

Full salary range for this position is: $129,740 to $194,740 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
