General Summary: Oversee all Workforce Development Division payroll processing, and assist in the invoicing and collection of funds associated with all contracts, grants and restricted funds; . Plan, organize, implement, coordinate (or administer) and evaluate all activities related to Workforce Development Division receivables; assist WFD team with sales/performance goals and budget development; responsible for developing and implementing lean business models. Produce regular financial reports.
Requirements: Master’s degree in accounting, economics, business administration or related field and minimum of two years of experience in related work environment or a bachelor’s degree in accounting, economics, business administration or related field and minimum of four years of experience in related work environment. Strong organizational, written/verbal communication and people skills required. Knowledge of accounting, capital planning, operations, budget planning, and ability to analyze/resolve issues. Prior experience with application of an organization’s policies/regulations and collective bargaining agreements preferred. Administrative, grants/contracts, payroll/personnel processing, supervisory, student accounts operations, and computerized information experience preferred. Business and industry experience is strongly preferred, including standard operating procedures and building efficiencies. Knowledge of software/technology for managing accounts, revenue, registration/enrollment, and training delivery strongly preferred. Familiarity with both college training programs a plus.
Duties:
1. Assist campus administrators in the development and administration of capital, operating and restricted fund budgets to support strategic and operational initiatives, monitor spending and review expenditure requests; oversee and monitor all fiscal aspects of the Workforce Development Division (operating, capital, and grants) and produce all related and relevant reports with necessary data to analyze the success of workforce and community programs/courses.
2. Review, amend and approve/deny financial requests including purchasing requisitions, vouchers, payroll authorizations, expense reports, journal entries, , memorandum of agreements (MOA) and contracts for all operating, capital and restricted funds and requests for adjustment of charges .
3. Oversee the processes and systems utilized to manage, maintain and report on the status of resources to leadership and applicable system business managers.
4. Work aside WFD staff to establish effective training programs to enable the division to achieve established budget objectives and associated cost efficiencies, including establishing and ensuring division-wide compliance with revenue-based margin for all training activities.
5. Supervise and direct student account activities including the collection of student tuition, corporate client accounts analysis and adjustment of those accounts, investigation and resolution of problem accounts, and reconciliation of daily activity with general ledger reports.
6. Supervise and direct other office services and activities, including duplicating, receiving, fixed assets, and inventory, investigation and resolution of problems, review and recommendation of equipment.
7. Enforce College policies and procedures concerning adequate control of cash transactions including collection, security, depositing, and accountability and assist with Kronos system timekeeping guidelines.
8. Assist VP, Workforce Development with centralization and lean processes of operations, and assist with special projects as required. Provide weekly/monthly reports on sales and client related activity; prepare monthly financial projections and appropriate analysis to share with VP and other designated personnel; attend and participate in college business manager meetings, representing the Workforce Development Division.
9. Lead and contribute to the operational effectiveness of WFD goals.
10. Work collaboratively with IT division to develop new and upgrade existing technology including software implementation (i.e. Elevate) and lifecycle replacement plans.
11. Perform other related duties as required or assigned.
Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
