Job Purpose:
Plans, organizes and leads all position control and assignment functions involved in payment to the entire College of Charleston employee population and at least 75% of the College’s budget expenditures. Manages complex accounting/payroll processes which tie payroll services to budgeting services. Serves as the College’s position control & assignment expert and oversees the activities of a professional staff. Develops and controls all tasks necessary to manage and supervise the creation and maintenance of accounting and human resource records, the verification and documentation of transactions in a position control and assignment processing system.
Minimum Requirements:
Bachelor’s degree in accounting, finance, or related field. Must have professional experience in payroll, finance, accounting, auditing or banking, preferably in a managerial position. Additional experience in business management, public administration or administrative services a plus. Preference may be given for higher education experience. Experience in an ERP environment, including payroll processing, financial data, and reporting systems is ideal. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities:
Expert level knowledge of the principles, practices and theories of accounting, auditing, banking, budgeting or financial management. Able to interpret and analyze complex financial data and reports. Current knowledge of, be able to interpret and apply, relevant laws, regulations and policies dealing with employment and payroll, including state governmental processes and regulations. Ability to plan, assign, review and supervise the work of staff. Able to establish and maintain effective working relationships with others including a variety of professionals. Excellent planning and organizational skills in order to complete multiple projects on time with little supervision. Must demonstrate initiative and self-motivation. Must be able to communicate effectively, both orally and in writing.
Additional Comments Regarding Position:
May be required to travel. May be required to work outside normal work hours when assigned a major project or when meeting a deadline.

1. Manages the position control/assignment functions within the College’s HR and Finance system, ensuring processes run successfully. Oversees and controls all position accounting and assignments, including faculty, staff, adjunct, temporary and student employees. Manages fund accounts to which the labor and benefits are charged, monitors expenditures, and performs reconciliation & remediation of variances. Determines parameters for technical computer processes and runs them to interface HR/Payroll to Finance/Budget. Calculates and performs encumbrances, reallocation/redistribution of labor & benefits, fringe benefit allocations, and salary deferrals. Ensures the College is in compliance with laws and regulations. Interprets college policy and state and federal government regulations relative to payroll procedures as they relate to position control and job assignments.

2. Coordinates with staff from Budget Services and takes the lead in reconciling personal service expenditures & associated fringe benefits ($165m-$170m est.), as well as personnel rosters with classified & unclassified budgets in the financial records system. Serves as the College’s primary contact person for payroll exception issues. Works with the Office of Research & Grants Administration regarding grant funded positions and personal service expenditures. Hires, supervises and evaluates the Personal Services Budget Coordinator.

3. Reviews, analyzes and evaluates existing position control/assignment policies & procedures and recommends, develops and implements changes to improve efficiency & effectiveness. Researches information from internal and external sources relative to compliance and implements required procedural changes. Provides high quality customer service to management and employees when investigating and resolving position matters, job assignments, labor distribution questions and related issues. Develops strong working relationships with the HR & Finance teams to ensure effective and efficient communication and coordination of activities and of policy development, enforcement, & interpretation.

4. Writes complex data reports and extracts data files from the Banner system database and Operational Data Store (ODS). Satisfies all reporting requirements to various internal and external sources. Manages requests for retrieval of position control/assignment and payroll information from the database.

5. Works closely with Payroll, Human Resources and IT to identify system revision needs by either formulating system requests & recommendations or analyzing vendor delivered solutions (patches & upgrades). Verifies and evaluates post-implementation results of systems modifications and changes. Manages processes within the Human Resources/Payroll modules of the ERP system which generate transactions that feed into the Finance module. Evaluates system updates/upgrades, based on analysis of published release notes, end-to-end testing, and inter-system dependencies. Recommends timing of implementations. Recommends, implements and tests programming changes to existing software for external and internal compliance regulations.
