Summary
Develops, implements, maintains, and supports web portal-based and database originated applications. Develops interfaces that present dashboards, pages, forms, and decision support tools for users to navigate and transfer data to, from, and within the integrated database and web portal environments. Develops applications that present forms and data for viewing and conveyance.

The Applications Developer is a professional-level position in a career path for design, development, and maintenance of decision support and information resources. The Applications Developer requires the ability to construct interfaces and applications using ITIL Framework and Processes that can be presented via summary portals, dashboards, and ad hoc decision support tools.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all the following kinds of duties, as assigned:
1. Develops, analyzes, modifies, and provides support to web portal-based and desktop applications that use integrated databases for information resource. Designs and develops the data structures and efficient algorithms for connecting and summarizing information.
2. Integrates web portal and database systems and applications with existing data warehouses including, but not limited to, the District’s web portal, and applications and databases for student information, learning outcomes, and content management.
3. Develops interfaces and queries to relational databases that operate on various platforms for the purpose of extracting and compiling data into common formats. Participates in designing databases and developing report-producing queries.
4. Prepares documentation of applications and modifications to third party software. Performs scripting and programming of web portal and dashboard features including modification to existing applications.
5. Facilitates discussions with administrators, teachers, and staff to identify and develop user specifications, display formats, and templates or structures that guide application development and assist users to view content within established standards.
6. Assists in the development and maintenance of policies, planning, and design for data display. Recommends and programs user friendly navigation structures.
7. Participates in determining appropriate data compression techniques and image optimization to deliver enough speed and quality
8. Participate on committees advancing the concept of web portal and ERP-based technologies and applications.
9. Participates with others matters such as, but not limited to, systems security and permissions, backup and recovery for systems and applications, hardware and software planning. Provides expertise in the area of web integration and applications.
10. Remains current on new technology and emerging industry trends. Presents new ideas, best practices, and innovative solutions forward in order to improve upon the user experience and overall web presence.
11. Provides training and support to enhance the ability of staff to use the web portal, content management, and decision support systems. Maintains content management systems.
12. Manages LMS system including integrations, add-on applications, and services. Develops and manages add-on apps, integrations between LMS, ERP and other systems.
13. Researches and advocates best practices to improve the delivery of services to LMS, ERP and other systems. Defines processes for services and integrations related to LMS, ERP and other systems.
14. Defines/Gathers requirements, defines test plan, coordinates implementation of projects.
15. Performs other related duties as assigned that support the objective of the position.
16. Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.
Qualifications and Physical Demands
Knowledge and Skills
1. The position requires specialized knowledge of the principles of, and techniques used for design and maintenance of web site portals and dashboards that provide summary and trending information and enable data analytics.
2. Requires in-depth knowledge and skills in programming and scripting languages used by the district to activate web site portals and to perform customized data management.
3. Requires working knowledge of ITIL Framework and Processes.
4. Requires in-depth knowledge of software browsers, ERP design, and transactions.
5. Requires in-depth knowledge of structured query language (SQL).
6. Requires knowledge of internet protocols, e.g. Transmission Control Protocol/Internet Protocol (TCP/IP).
7. Requires specialized knowledge of relational database concepts, design techniques, and tools used for web-based data storage and communications.
8. Requires in-depth knowledge of computer file methods, structured testing techniques, and programming languages used by the district to support ERP, or others currently in industry use.
9. Requires in-depth knowledge of object-oriented software development techniques and tools.
10. Requires working knowledge of business practices enough to develop information systems and work process flow charts, ultimately leading to custom applications.
11. Requires advanced technical writing skills to document applications and instructional content.
12. Requires problem solving and analytical skills.
13. Requires well-developed human relations skills to facilitate small group processes, conduct training, provide technical support, and apply understandable lines of questioning when trying to understand department needs or problems.
Abilities
1. Requires the ability to perform the essential responsibilities and functions of the position.
2. Requires the ability to use programming and scripting languages to develop, maintain District web site portals and integrate applications.
3. Requires the ability to operate a variety of computer terminals, printers, and peripheral equipment.
4. Requires a willingness to update skills on a regular basis to remain up to date with rapidly changing technology.
5. Requires the ability to analyze technical problems and to develop and apply appropriate solutions.
6. Requires the ability to create and edit web page text and graphics and convert them to web content.
7. Requires the ability to write basic to complex programs using ERP tools or other languages, using SQL extensions to access a relational database and library and lexical functions.
8. Requires the ability to analyze data and develop logical solutions.
9. Requires the ability to translate the English language into computer languages and debug program code.
10. Requires the ability to discuss technical information with users, discern their needs and develop programs, systems, screens, etc., which meet those needs.
11. Requires the ability to communicate technical and complex information to ‘non-technical’ users.
12. Requires the ability to provide training to on-line users in use and maintenance of web pages.
13. Must be able to read, understand and apply information from technical manuals.
14. Requires the ability to prioritize work in order to meet deadlines and maintain schedules.
Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position typically requires a Bachelor’s degree in Computer Science, Management Information Systems, or a related field and three years of experience with web portal and ERP-based applications development using new technologies. Alternatively, an Associate’s degree in Computer Science or a related field, and six years of experience with web development using new web-related technologies. Industry certifications may also substitute for some higher education. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

Conditions of Employment
This is a permanent, general funded, full-time, 12-months per year classified position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department’s needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.

Pay Philosophy:

All movement on the salary schedule will occur July 1 of each year for all classified employees.
