This position is in the Office of Business Oversight (OBO) within the Office of Management provides oversight over the Department of Veterans Affairs (VA) financial business operations, processes, and systems internal controls.
Duties include, but are not limited to:
Researches and uses statutory accounting regulations published by the Government Accountability Office (GAO) Green Book, Federal Accounting Standards Advisory Board (FASAB), Treasury Financial Manual (TFM), and VA financial policies and regulations. Identifies the required guidance, training, tools, and templates for VA organizations to assess and document their susceptibility to financial errors.
In planning for evaluations, obtains comprehensive information and determines appropriate objectives. Studies and interprets laws, regulations, policies, procedures, and other documents directly related to internal controls and financial matters.
Prior to monitoring evaluations, determines appropriate scope, evidence, and methodology for use.
Distinguishes appropriate and relevant criteria that are compatible with the scope and objectives.
Determines the necessity of and, where appropriate, uses for sampling.
Examines tests, develops data analytics analysis and monitors evidence to determine the effectiveness of internal controls.
Develops reports to include the finding language with the condition, cause, and effect and ensures language is supported by accurate and adequate accounting requirements.
Identifies and monitors findings and makes recommendations to correct control deficiencies, accounting weaknesses, and otherwise enhance internal control structures.
Ensures that effective corrective action plans are developed in a timely manner and help management in implementing appropriate corrective actions or monitors remediation projects.
Frequently leads routine validation and verification testing to ensure effective remediation of deficiencies. Provide guidance to management and agency officials in matters pertaining to internal controls.
Responsible for assessing internal controls over financial reporting for design and operating effectiveness to ensure assets are safeguarded from fraud, waste, and abuse and agency financial statements are valid, complete, accurate and timely.
Examines and evaluate financial management processes to determine the degree of efficiency and effectiveness of the activities audited, the financial responsibilities, and/or determine that financial records are in accordance with applicable regulations.
Coordinates and collaborates with team members to share information necessary to perform internal control reviews and develop supporting documentation requests to streamline internal processes and reduce process owner burden.
Responsible for planning and performing reviews of financial related statements and processes to ensure compliance with generally accepted accounting principles.
Uses a diverse body of financial management knowledge and skill to accomplish duties associated with the implementation of the Federal Managers Financial Integrity Act (FMFIA) and OMB Circular A-123, including appendices.
Responsible for leading process owner walkthroughs and interviews, documenting internal controls within cycle memos, evaluating documented controls, presenting findings to management, and consolidating results to assess the severity and impact of internal control gaps.
Uses an objective and systemic examination to obtain an independent assessment of the performance of the agency/departmental organizations, programs, activities or stated functions.
Uses data analytics techniques, when possible, to conduct these evaluations. The evaluations include: accomplishment of stated objectives, compliance with laws and regulations, adherence to prescribed policies, proper accounting for resources and financial transactions, production and reporting of accurate, reliable, and timely financial data, control over expenditures, liabilities, revenues, and assets, compliance of financial management systems with established requirements and standards.
Conducts compliance reviews, interprets policy and regulatory requirements, and evaluate the adequacy and effectiveness of laws, regulations, procedures, and internal controls within a fast paced, results oriented environment.
Develops working papers and ensure those papers and summaries support findings and conclusions regarding internal controls.
Prepares and evaluates findings for consolidation into a final report and coordinates report writing.
Keeps supervisor abreast of individual progress and of potentially controversial matters, including the potential fraud or violations of appropriation laws. Perform other related duties as assigned
