Accountant
Responsible for monitoring and maintaining accounting records and producing financial reports within Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements for the City of Garland. Also responsible for analysis of general ledger accounts including month-end and variance resolution.
Sr. Accountant
Responsible for advanced accounting and financial reporting within Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements related to the City’s Departments.

Essential Job Functions
Accountant:
Assist with accounting functions to include preparing and processing various journal entries as needed for all City funds, to the general ledger.
Analyzing and reconciling various general ledger accounts and financial reports and make recommendations for corrections.
Prepare a variety of monthly/annual allocations, calculations, and work papers and prepare related journal entries.
Assists with City’s annual audit preparation and the audit process from beginning to end by running related reports, doing research, and providing explanations as needed.
Compile statistical, financial, and accounting information to be utilized in the annual budget process and for use by other City departments.
Monitor and reconcile monthly inventories for assigned departments and make adjustments to accounts as necessary.
Assist with recording the City’s fixed assets (disposal, purchase, gain/losses, depreciation, etc.), including reviewing and updating job costing accounts and coordinating with the Budget and other departments on account closures related to completed capital projects.
Assist with the daily cash management process by entering wire transfers into the depository banking system.
Performs other related job duties as assigned.
Sr. Accountant:
Performs complex accounting activities, which may include: reviewing, researching, and analyzing transactions; tracking and analyzing expenditures; reconciling and analyzing accounts; coordinating accounts payable activities; researching technical accounting issues; compiling and analyzing financial data; tracking and maintaining capital project expenditures and records; monitoring general ledger accounts; reconciling accounts and financial system modules; monitoring fixed and tracking assets; and/or, performing other related activities.
Prepares, submits, and reviews a variety of reports, reconciliations, and statements to and from internal departments, financial institutions, and external government agencies. Provide reports of statement of revenues, expenditures, balance sheet and cash flow for Capital Improvement Programs (CIP). Prepare month-end, quarterly and year-end reports and variance resolution.
Calculating, adjusting, preparing, and posting journal entries. Prepare and reconcile complex depreciation schedules posted in the asset system to the City’s general ledger.
Review and document Department internal controls. Recommend changes in internal controls when appropriate. Coordinate the implementation of business processes as required.
Minimum Education & Work Experience
Bachelors degree
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Knowledge – Abilities & Skills
Accountant
Education/ Experience:
Bachelor’s Degree in Business Administration, Accounting, Finance or a related field of study
Knowledge, Skills & Abilities:
Basic knowledge of Federal, State, and City rules and regulations including Texas sales tax and municipal court costs and fees
Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB)
Proficient skills in Microsoft Office (Word, Excel, PowerPoint)
Proficient in accounting systems
Comprehensive skills with preparing and analyzing accounting reports
Sr. Accountant
Education/ Experience:
Bachelor’s Degree in Business Administration, Accounting, Finance or a related field of study
5 – 7 years experience in general accounting, cost accounting and/or fixed asset accounting
Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) preferred
Knowledge, Skills & Abilities:
Extensive knowledge of governmental accounting
Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB)
Proficient skills in Microsoft Office (Word, Excel, PowerPoint)
Proficient in accounting/financial systems
Advanced skills with preparing and analyzing accounting reports
Licenses & Certifications
Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) preferred for Sr. Accountant
Physical Tasks & Working Conditions
The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards.
