The Director of Title IX will provide leadership, guidance, and oversight in support of the University’s Title IX obligations under
a variety of federal and state laws, as well as institutional policy prohibiting discrimination, harassment, sexual misconduct, and
retaliation. Reporting to the Executive Director of Human Resources, Labor Relations, and Compliance, the Director of Title IX will be
responsible for the administration, oversight, and the continued development and enforcement of the University’s Title IX obligations
as related to students and employees. The Director of Title IX will oversee the management of all Title IX investigations, and he/she will
also oversee and facilitate Title IX education opportunities and training workshops. In performing the Title IX-related responsibilities,
the Director of Title IX will work collaboratively with all divisions and offices on campus.
Essential Job
Functions
1. Ensure the University’s compliance with Title IX of the Educational Amendments Act of 1972
(Title IX), the Jeanne Clery Act of 1990 (Clery Act), the Violence Against Women Act of 1994 (VAWA), Campus SaVe Act, and all other federal
and state non-discrimination requirements, and the prompt and equitable resolution of all complaints arising under Title IX, VAWA, Campus
SaVe Act, and Commonwealth of Pennsylvania guidelines/regulations.
2. Oversee prompt, effective, and equitable intake, investigation,
processing, issuing of findings of fact, and timely resolution of all instances of discrimination, harassment, gender-based violence, and
retaliation made known to responsible employees and/or reported or filed by students, faculty, staff or third parties.
3. Review,
investigate, and monitor the resolution of reports of sex discrimination and/or harassment (including sexual violence), stalking, and
relationship violence; evaluate and improve campus climate with regard to sex discrimination; develop, implement, and monitoring of policies
and procedures, and the creation, coordination, delivery, and documentation of all training and educational efforts.
4. Coordinate
the development, implementation, and monitoring of appropriate disclosures, policies, procedures, and practices designed to comply with
federal and state laws requiring prompt and equitable resolution, including but not limited to, Title VII, the Clery Act, VAWA, ADA, ADEA,
all as amended, and other federal and state anti-discrimination laws, regulations and requirements.
5. Provide guidance and
assistance to reporting parties of sexual violence and sex/gender discrimination including referral to support resources, a notice of right
to file internal complaints, a notice of the right to file a complaint with the U.S. Department of Education Office for Civil Rights, and
notice of the right to report incidents to law enforcement.
6. Develop, coordinate with other departments, and/or implement ongoing
training, consultation, and technical assistance on Title IX, Title VII, the Clery Act, VAWA, ADA, and ADEA, all as amended, and other
federal and state anti-discrimination laws, regulations and requirements for all students, faculty, and staff, with specialized training
content for hearing officers, if applicable, Title IX deputy coordinators, and campus security.
7. Prepare, implement, and coordinate
campus strategic efforts aimed at the prevention, education, and outreach of sexual violence and other forms of sex and/or gender-based
discrimination.
8. Manage, monitor, and supervise grants awarded in support of Title IX program and training. Includes program setup
and reporting.
9. Provide comprehensive training and guidance to selection committees and other staff regarding laws, regulations,
policies, and procedures for equal employment opportunity, diversity, unlawful discrimination, sexual harassment, and other areas as
directed to ensure fair and equitable recruitment and selection practices and strategies.
10. Organize and maintain grievance files,
disposition reports, and other records regarding compliance, including annual reports of the number and nature of filed complaints and the
disposition of said complaints, data collection, climate assessment, pattern monitoring; work with campus security and other administrators
for data compilation in compliance with the Clery Act and other federal and state laws.
11. Assist in external complaint processes,
i.e., Equal Employment Opportunity Commission, Office for Civil Rights, Department of Fair Employment and Housing, etc.; provide
confidential data and reports; respond to questions and retrieve documents as required; prepare statements, findings, conclusions, and
recommendations for use by external investigators or legal counsel

Conditions: This is an exempt position that may require occasionally working beyond the normally scheduled workweek, modifying
existing work schedules, or flexing hours to meet University needs. Work rules and regulations are governed by the current agreement between
