Procurement and Contracts Manager
California State University, Los Angeles, invites applications for the above Administrator I position.

The Position: Under the supervision of the Director of Procurement and Contracts, the Procurement and Contracts Manager applies professional knowledge, considerable initiative, and independent judgment in managing contracts operations and in providing comprehensive contract expertise to the University. The Procurement Manager will manage the processing of contractual documents for the public works/capital projects in accordance with the ICSUAM. Furthermore, the Procurement and Contracts Manager will manage staff development, annual performance evaluations, provide positive feedback discipline, and ongoing coaching to ensure that all activities are performed in according with financial, procurement, and disbursement policies and internal business practices.
Required Qualifications & Experience: A bachelor’s degree and six (6) years of professional, progressively responsible experience in procurement, contract services, or other relevant field. Detailed knowledge of relevant codes, including California code of regulations. Strong time management skills, and excellent verbal and written communication skills. Ability to: work cooperatively, collaboratively, and professionally in a team environment; prioritize and meet multiple competing deadlines; interpret, communicate effectively, and apply a wide variety of complex policies and procedures, both state and federal. Incumbent must have the ability to perform instrument or voice at a high level of proficiency; perform with an accompanist or other musicians; and demonstrate an interest or ability in working in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who may apply for the position.

Desired Qualifications: Juris Doctor or equivalent graduate degree in law. Experience with PeopleSoft Financial System. Detailed knowledge of CSU and State and Federal regulatory and administrative requirements, public contract code, ICSUAM, ASAM, FAR, and an understanding of requirements as detailed in 0MB circular’s A-21, A110 and A-133. Demonstrated experience in an institutional/educational environment utilizing a customer oriented and service-centered attitude. Background in strategic sourcing and sustainable procurement practices. Comprehensive knowledge of contracting and public works. Demonstrated experience negotiating and bidding complex contracts, leases, and agreements for goods and services. Ability to learn, independently interpret, and apply a wide variety of complex rules and regulations. Ability to evaluate functions and recommend measures to improve operations. Ability to plan, organize, and direct through subordinates a large scale, high volume public contracting program. Experience applying supervisory principles and practices. Ability to evaluate and interpret a variety of specifications, proposals, contracts, and bids for adherence to appropriate technical, legal, and functional requirements as well as risk and liability involved.

Appointment: The Administrator # appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
