Under the general direction of Chief, Office of System Performance, a Supervising Transportation Engineer, this position has statewide responsibility for the development and implementation of Transportation System Management and Operations (TSM&O, or TSMO) within Caltrans. TSMO is a holistic, multimodal, and proactive approach that focuses on the entire program/project life-cycle and operational and business improvements that can maximize the reliability and performance of the existing transportation system without added highway capacity. This position will focus on adopting and incorporating TSMO principles, tactics, and operational strategies statewide in close collaboration with internal and external stakeholders. The incumbent will supervise a staff including transportation engineers, planners, engineering technicians, and students.

Working Conditions
This position is located in Sacramento County
This is a permanent, full-time position usually in an office setting. The employee will work in a climate-controlled office under artificial lighting with occasional background noise from other workstations. The employee will be required to travel throughout the state and represent Caltrans at high level meetings and field reviews. Some field observations are done for familiarization with proposed developments. The employee may occasionally be exposed to dirt, noise, uneven surfaces, extreme heat or cold.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

SOQ Instructions:
