Job Summary:
Under limited supervision, this position is responsible for coordinating all employee welfare benefits including medical, life, worker’s comp, optional compensation, dental, vision, FMLA, and flexible spending. This position will support employee evaluation software for administrators, teachers, paraprofessionals, and office staff.
Job Duties:
* = Essential Duties
* Enrolls all eligible employees into group medical insurance plan, life, dental, vision, and flexible spending benefit programs. Distributes identification cards and benefit booklets to enrolled employees.
*Track time off under FMLA, prepares letters and forms to be completed by physicians.
* Informs Payroll of effective dates of benefits and, if applicable, amount of semi-monthly deductions employees are required to pay.
* Serves as an on-going resource to employees on eligibility, enrollment, claims processing and other matters relating to the benefit programs. Assists employees with resolving individual problems they may incur with the group medical plan, dental, vision, or flex benefits
* Distributes monthly invoices to retirees and employees who are on leave and responsible to pay for insurance coverage.
* Responds to questions from providers and outside insurance companies about employee eligibility and coverage.
* Provides written notification to terminated employees regarding their extended medical benefits under COBRA. In addition, each terminated employee receives a copy of his/her “Certification of Coverage” in the medical benefit plan, as required by HIPA.
* Updates Payroll, insurance providers and benefit administrator Blue Cross/Blue Shield on employee changes, including new and terminated employees, deaths, voluntary changes in coverage, changes to employee dependents.
* Maintains financial accounts for Group Medical Benefits Trust and Checking Account. Notifies and authorizes the bank to transfer funds from the trust into the checking account so that funds will be available for payments made by benefit administrators. Keeps daily account ledgers on both accounts and reconciles balances each month. Represents the district when internal and external financial audits of medical benefits trust and checking accounts are being conducted
* Generates communication to bank for payment of administrative and legal fees, stop loss premiums, and any other payments that are the responsibility of the Trust.
* Prepares monthly financial reports documenting activities within each account and compiles monthly reports for the Group Medical Plan Committee. This position serves as a voting member of the Insurance Committee.
* Prepare and distribute 1095-C & 1094-B as required by the Affordable Care Act to employees covered by the medical insurance plans and to the IRS.
* Support the employee evaluation software for administrators, teachers, paraprofessionals and office staff.
* Collects accident information and prepares documentation for Workers Compensation carrier. Verifies employee eligibility and communicates available offsetting benefits, when appropriate. Communicates to D87 employees the worker’s comp guidelines and benefits to those requiring such information.
* Provides list of employee’s salaries, notification of payroll changes, and calculates premiums for optional life insurance premiums paid by employees
* Updates and distributes Employee Group Medical Plan Handbook. Develops memos for employees to highlight changes, as they occur. Recommends a new handbook as significant changes are made.
* Maintains “official copies” of negotiated union contracts. Updates as changes are made.

Minimum Requirements:
High school and two years of post-high school education in a specialized curriculum typically found in a college, junior college or secretarial school. Study would likely be in office administration. Additional office or secretarial experience can be substituted for education.
Five additional years of experience in a similar position.
Advanced computer and bookkeeping skills. Proven ability to produce highly accurate work.
Strong project management skills, including personal initiative and ability to coordinate with others.
Excellent verbal and written communication skills.
Must be able to effectively deal with all levels of employees, health service providers and benefit administrators. Patience and well developed interpersonal relations skills needed.
Strong organizational skills and ability to work with details and maintain accurate and thorough records.
Demonstrated success working in an environment with multiple priorities and some periods of high volume activity.
Proven ability work with confidential information.
Demonstrate the ability to use critical thinking to solve problems independently.
Contributes to a positive working environment.
