Applications Architect
The Applications Architect plays a pivotal role in the research, design, and development of enterprise-wide solutions to complex Oracle based application problems, system administration issues, and network concerns. This role analyzes user needs and develops software solutions, applying principles and techniques of computer science, engineering, and mathematical analysis. They also conduct software updates or enhance existing software capabilities and may work with computer hardware engineers to integrate hardware and software systems. Additionally, this role develops specifications and performance requirements within an application area, working individually or coordinating database development as part of a team.
This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Application Modernization Design, Development, and Support
-Analyzes and assesses existing applications, infrastructure, and technical environments to identify risks and opportunities to application modernization strategies
-Identifies and recommends application modernization tools, frameworks, and methodologies to optimize the application modernization strategies
-Develops detailed application modernization plans, including resource allocation and technical requirements
-Implements, manages, and supports the application modernization strategies
-Provides technical guidance to development teams, ensuring adherence to architectural standards, scalability, and performance targets
Project Leadership
-As the SME/Lead, collaborates with project managers, business analysts, stakeholders, and developers to manage and lead end-to-end application modernization projects, overseeing the planning, execution, and post modernization activities
-Manages and leads the agency-wide application modernization strategy adoption process
Agency/Department Compliance & Continuous Improvement
-Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
-Actively contributes to team and individual effectiveness through the following: –
-Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
-Completes all required training in a timely manner.
-Participates in assigned work teams as appropriate.
-May complete periodic metrics, projects, huddle boards and reports as requested.
-Prepares for and actively participates in 1:1 coaching with supervisor
-Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.
Requirements
Education & Experience
-Bachelor’s degree (e.g., B.A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience
-Minimum ten years programming experience, with a minimum of five years development/modernization experience

Knowledge/Understanding
-In-depth knowledge of applicable programming languages and development platforms
-Knowledge of current industry trends, emerging technologies, and best practices related to application development and modernization
-Understanding of networking and security
-Software Development Life-Cycle
Skills
-Superb communications skills, to include verbal, written, and active listening with the ability to convey technical information in layman’s terms
-Excellent interpersonal skills and demeanor
-Strong negotiation and persuasion skills
-Proficiency in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Word and -Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive
-Expert skill level in the use of Visual Studio, Git, Azure DevOps, .NET Core, .NET, Oracle BI Publisher, SQL, Visio

-Ability to develop and write technical documentation such as project plans, proposals, and policies
-Ability to work with a high degree of autonomy, and also participate collaboratively to lead and champion cross-functional teams and drive successful application modernization initiatives
-Ability to think creatively, critically, and strategically when analyzing and proposing application modernization solutions
-Ability to adapt to new technologies and learn quickly
-Ability to present to teams and interact comfortably with individuals at all levels
-Ability to learn and apply LEAN concepts, principles, and tools
-Ability to understand and solve problems by applying advanced analytical skills to include collecting, integrating and analyzing all relevant data and information and reduced that information down to manageable components and/or charts, diagrams or graphs; identifying a number of solutions to complex problems integrating findings from several different disciplines, identifying and evaluating the various options developed and selects the most effective solution; drawing logical and objective conclusions from the data and validates them as the prime cause and contributing causes; identifying a number of solutions to the problem by identifying and evaluating the various options developed and selects the most effective solution.

Additional Job Demands
-In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
-No substantial exposure to adverse environmental conditions (such as in typical office or administrative work.)
-Master’s Degree in Computer Science or a related field
