GENERAL DESCRIPTION
GRANT FUNDED POSITION
Performs accounting and financial work for the Office of the Attorney General’s (OAG) Grants Administration Division (GAD). Work involves processing payment requests; ensuring compliance with Uniform Grant Management Standards, OAG guidelines, and other state and federal laws; maintaining grant payment distribution records; maintaining control systems for the allocation and expenditure of grant funds; managing the processing of data, forms, reports, and information related to the Grants process; monitoring and evaluating grantee compliance with grant rules, regulations and overall performance; and providing consultative and technical assistance to OAG grant recipients. ESSENTIAL JOB FUNCTIONS
Reviews financial invoice payments for accuracy with approved budgets and compliance with OAG guidelines, Uniform Grant Management Standards, and other state and federal laws; manages and maintains control of grant budgets and payment distribution records for assigned funding sources; may assist in the creation and management of grants historical documents.
Ensures compliance with the Uniform Grant Management Standards, OAG guidelines, and other state and federal laws governing OAG grant programs in regard to the processing of initial budgets, grant adjustments, submission of invoices, and other required reports.
Collects, reviews, and analyzes data provided from grantees to develop recommendations on grant and contract compliance and performance for agency management; manages various types of grant program data, e.g. contract status, implementation, financial, and performance data.
Provides consultative and technical assistance to OAG grant recipients to ensure compliance with grant requirements; reviews and audits grantee reports, estimates, statements or other records, and provides corrective action training; monitors grantee/contractor performance by conducting reviews of grant supporting documentation, billing, and fiscal data; provides assistance with monitoring various grant programs; and manages grants and grant related projects within GAD.
Evaluates accounting and financial documents for accuracy and compliance with departmental policies and procedures and state and federal statutes. Researches and reconciles discrepancies in accounts, financial records, and historical data and report findings.
Guides and assists the OAG program management/staff on the development of grant applications, and the completion and filing of required grant reports.
Assists in the development and/or revisions of policies and procedures for grants financial management; and may assist the Grants Financial Manager in the preparation of administrative reports and specialized research projects
Coordinates with OAG’s Accounting division to file required grant reports
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Three years full-time accounting, financial management, grants management, project management or closely related experience; and one year full-time experience in victim services, human services, or working for a state agency in a related area
Must obtain Certified Texas Contracting Manager certification within a year of employment with the OAG
Knowledge of budget controls.
Skill in handling multiple tasks, prioritizing, and meeting deadlines

Skill in using a variety of software applications, including Microsoft Word, Excel, Access, Crystal Reports, or other database applications
Skill in using a computer for word-processing and data entry/retrieval
Skill in analyzing, reviewing, and synthesizing large amounts of information to determine overall program performance and compliance
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment

Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
PREFERRED QUALIFICATIONS
Bachelor’s degree from an accredited college or university with a major in Accounting, Banking, Finance, Public/Business Administration, or related area
Experience working with non-profit agencies and local units of government
Knowledge of the fiscal management process, state and federal guidelines for administering grants, including Uniform Grant Management Standards, Texas Administrative Code and 2 Code of Federal Regulations 200
Knowledge of victim’s rights and resources, non-profit administration, and volunteer management practices
Skill in performing numerical analysis and examination procedures; identifying, locating, and assembling information
Skill in planning, developing and evaluating administrative/financial procedures and policies, establishing goals, and devising solutions to problems
Ability to synthesize complex budgets, financial systems, and accounting evaluation tools
Ability to evaluate legislation from a financial perspective, and provide input on specific potential impact
Certified Texas Contracting Manager (CTCM), Certified Texas Purchaser (CTP), Certified Texas Procurement Manager (CTPM) or Project Management Professional (PMP)
