Canyon Manor is a Mental Health Rehabilitation Center treating adult mentally ill clients with serious psychiatric and/or co-occurring disorders. It is a locked 89 bed facility. Our emphasis is helping clients recover and return to living safely in the community.
We are seeking a full-time Payroll Administrator/Human Resources Generalist who manages the day-to-day operations of Human Resource functions and oversees the administration of human resources policies, procedures, and programs. This position carries out responsibilities in the following functional areas: Payroll Administration including experience with Human Resource Information Systems (HRIS), benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment, workers compensation, safety, and employment law compliance.To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The functions listed below are representative of the knowledge, skill, and/or ability required.
Payroll/Timekeeping Administration – Ensures all processes associated with payroll, Kronos Workforce Ready, employee transactions are accurate and up to date.
Quarterly and annual review of payroll reports and accuracy.
Manage the recruitment process – Generate and post internal and external job openings utilizing the internal job requisition process.
Interviews candidates for all management and hourly positions, forward applicable candidates to hiring managers.
Process background checks and drug screens for all candidates.
Support current and future business needs through the development, engagement, motivation, and retention of personnel.
Oversee and manage performance appraisal system that drives high performance.
Bridge management and employee relations by addressing grievances or other issues.
Health and Welfare Insurance Administration – Works with insurance broker to implement benefits, communications, open enrollment, etc…
401k Plan Administration – Fiduciary function as Plan Administrator in processing enrollments, 5500 processing, census and bi-weekly plan update.
Report to management and provide decision support through HR advise based on employment law and metrics.
Manage and oversee Workers Compensation – Process claims, manage process, and follow up on loss runs.
Safety Program Administration – Manage monthly Safety meetings, work with Dept. Heads in ensuring a safe work environment.
Ensure legal compliance throughout human resource management.
Unemployment Insurance Administration – respond to claims, appeals, and participate in hearings.
Ensures compliance and proper application of all federal, state, and local laws, including FMLA, I-9, ADA, EEOC and FLSA.
Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
Skills:
Previous experience administering a shift payroll involving per diems, shift differentials, 3 shifts, etc…
Working knowledge of Human Resources concepts, practices, programs, and methodologies.
Understands company Human Resources policies, practices, and expectations.
Understands and is able to apply parameters of labor issues including FMLA,CFRA, PDL, SDI, ADA, HIPAA
Working knowledge of HRMS systems and programs.
Strong computer skills, including Microsoft Office (Word, Excel, PowerPoint), Kronos or similar timekeeping system, ADP or similar payroll system, and other HRIS.
